This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued.

Offers for the items(s) described are due by 12:00 p.m. local Cleveland, OH time, Monday, July 22, 2019 to brianna.l.artino@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.

NASA Glenn Research Center has a requirement for "Reciprocating Compressor Package." Please see "Attachment 1: Specifications_ 80GRC019Q0015" for the technical requirements.

The Government intends to acquire commercial items using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to execute a purchase order to the successful offeror.

The provisions and clauses in the RFQ are those in effect through FAC2005-26, this can be found via the internet at URL: https://www.acquisition.gov/browse/index/far.

This procurement is full and open.

The NAICS Code and the small business size standard for this procurement are 333912 and 1000, respectively. The offeror shall state in their offer, their size status.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135-3191. Delivery shall be FOB Destination.

Offerors shall provide the information required by FAR 52.212-1 (OCT 2018), Instructions to Offerors - Commercial Items, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act - Supplies," the offeror shall so state and shall list the country of origin.

Proposal Instructions

By the deadline posted above, offerors must submit a technical proposal/quote that meets the technical requirements annotated in the Statement of Work (SoW). The acceptable proposal/quote must:

     1. Cover all technical specifications found in the SoW.
     2. Contain the proposed cost/delivery schedule table below.
         a. Because we emphasize the importance of a short delivery After Receipt of
             Order  (ARO), Offerors are encouraged to develop and propose time saving
             strategies to promote earlier delivery. Pursuant to that, Offerors are
             encouraged to propose as many price and schedule alternatives as possible,
             outlined in the table below for time saving opportunities.

Proposal Evaluations


52.212-2 Evaluation -- Commercial Items (Oct 2014)


(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:


     1. Only offers proposing a delivery date of 40 weeks or fewer will be evaluated.
     2. Only offers that meet the technical specifications required by the SoW will be
         evaluated.
     3. Offers that provide the best value for the earliest delivery will be evaluated
         more favorably.
      4. Past Performance: The Government will only award to offerors NASA  
          determines to be responsible. To determine responsibility, NASA will rely on 
          contracting limitations listed in SAM and FAPIIS reports. However, the 
          Government reserves the right to use other source(s) of information when
          determining offeror responsibility.


Technical and past performance, when combined, are significantly more important when compared to price. And, the schedule portion of the technical evaluation factor is significantly more important than price and past performance.


(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

All contractual and technical questions must be in writing (email) to brianna.l.artino@nasa.gov no later than 12:00 p.m. local Cleveland, OH time, Wednesday, July 17, 2019. Telephone questions are not accepted.

Offerors must include completed copies of the provision at 52.212-3 (OCT 2014), Offeror Representations and Certifications - Commercial Items with their offer. The provision may be obtained via the internet at URL: https://www.acquisition.gov/content/part-52-solicitation-provisions-and-contract-clauses. These representations and certifications will be incorporated by reference in any resultant contract.
