Thestateboardofeducationshallreviewallegationsofschooldistrictinsolvencyandgrossmismanagement.Thestateboardshallgivetheschooldistrictanopportunitytorespondtotheseallegationsatapublicmeeting.Ifthestateboarddeterminesthattheschooldistrictisinsolventorhasgrosslymismanageditsfinances,thestateboardshallappointareceiverforthatschooldistrict.
