Real Estate Web-Based Database

This is a Request for Quote (RFQ) from companies that are capable of providing web-based commercial real estate data and imagery.

The Internal Revenue Service (IRS) has a need to procure a web-based real estate service that will provide real-time detailed commercial real estate building and market data for markets located in the continental United States, Alaska and Hawaii. Real time is intended to mean that data is processed rapidly to user input - that there is no delay in the timeliness of the information provided.


The contractor shall provide access to an existing web-based commercial real estate database that provides accurate, current and comprehensive building specific data and market data for all major U.S. metropolitan markets and sub-markets. Commercial office building data must include asking rent rates, vacancy rates, lease activity, exterior building images, parking availability, building classification (A,B,C) operating costs, real estate taxes, contiguous vacant space per floor, year of building construction or most recent renovation, and point of contact information. This data must be available on a real-time basis given the dynamics of the real estate market. The data base must be updated regularly through direct field research, including measuring, inspecting and photographing properties. The database will must also have the ability to show compiled quoted quarterly rent rate data, by building class, for each major market and their submarkets for a minimum of the previous 4 years from the date of the subscribers search.


Of equal importance is the ability to enhance the output of the IRS Post-of-Duty Model (i.e., information IRS considers when reviewing and establishing office locations) by determining building inventory via zip codes searches, and by establishing location criteria (i.e., a delineated area). This function requires the web-based system be compatible with the IRS Post-of-Duty Model system and be able to interact with it (see sample-POD MODEL TERMINOLOGY SHEET attached).


The IRS engages in a proprietary location modeling process to determine the optimal location of IRS facilities by zip code designation. During the location modeling process, the IRS utilizes Geographic Information System (GIS) technology and will consider the market data output from the procured web-based service. The web-based service shall allow the IRS to search for available commercial building inventory by zip code. Further, property searches shall be conducted by overlaying a set of boundaries onto a map or aerial image in the web-based service database, which shall provide available commercial building inventory within that delineated area.


There will be eight (8) IRS users located nationwide, with the potential to add additional users throughout the term of the contract for additional fees or decrease users at the end of the contract or option year. The web-based service shall allow IRS users the ability to analyze current and historical market conditions, verify building specific lease terms and conditions, asking rental rates, building vacancy rates, available square footage by floor, building class, up-to-date subject building transactions, building specific images, floor plans, exterior and interior building photos and new construction information. All information presented shall be daily real-time data. The NAICS code is 518210.


The contractor shall provide a minimum of one (1) day of on-site training to ensure IRS users understand the web-based product's capability. The contractor shall provide ongoing customer support for the term of the contract to answer questions/troubleshoot, and to notify IRS of all system upgrades and new market data. This shall be achieved via online demonstrations or contractor staffed call sites. Customer service support shall be available to the IRS Monday through Friday, 8:00 a.m. to 8:00 p.m. EST.


The period of performance is for a one-year base and four (4) one-year options periods (please provide four option year pricing with your quote). The base period of performance is anticipated to begin August 10, 2017 through August 9, 2018.
Interested parties that can provide this requirement shall submit clear and convincing evidence, a written capability statement, provide trial access to their database and provide a price quote detailing the base year and four option year prices. The winning quote will be determined by Lowest Price Technically Acceptable.
