This is a Sources Sought announcement only this is not a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified vendors with capabilities to perform Readjustment Counseling Services to Vietnam Era Veterans and War Zone Veterans. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
The Department of Veteran Affairs, Network Contracting Office (NCO) 2, and the Albany Vet Center anticipate a Firm Fixed Price Contract approximately 4/1/18 for the following services:
The Contractor shall furnish all personnel to provide services necessary to perform Readjustment Counseling services to eligible beneficiaries approved by the VA. All services shall be performed at the Contractor s facility. The Contractor s facility must be able to accommodate group, as well as individual therapy sessions. Contractor shall provide professional and technical services to include materials, supplies, equipment and qualified supervision as specified herein.
In addition to a suitable facility, potential offerors must be capable of providing at least 1 of the following:
New York Licensed Psychiatrist, Doctoral Level Psychologist, or MSW Level Psychiatric Social Worker.
Contractor, its employees and facility must be physically located in Ulster County, New York.
The appropriate North American Industry Classification System (NAICS) code is 621330 Offices of Mental Health Practitioners (except Physicians)
Interested vendors are reminded that in accordance with FAR 4.12 Representations and Certifications, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 Systems for Award Management (SAM) database prior to award of a contract.
Responses should address the location of your facility and how you will meet the Government s needs according to the description above. Provide a brief capability statement. All Vendors that are interested in providing these services and can meet the requirement as written above, are asked to submit the following information as well (all vendors regardless of business size are encouraged to respond):

Determination by the Government not to compete this proposed contract action based on responses to this notice is solely up to the discretion of the Government.
A formal RFQ may be issued based upon the findings of the information received pertaining to this Sources Sought announcement.
