Re-barcoding of Thermo-Luminescent Dosimeter (TLD) Cards

The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for re-barcoding a quantity of up to 80,000 TLD cards over a four year period (up to 20,000 cards per year). Through normal use the barcodes have become wavy or bubbling and are unreadable.

The set-aside for small business concerns has been dissolved. The NAICS code is 811219.

The proposed contract action is being solicited on a sole-source basis to Thermo Fisher Scientific. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii). Thermo Fisher Scientific is the original equipment manufacturer. Thermo Fisher Scientific specifically creates the TLD-card barcodes as part of the TLD-card manufacturing process in a dedicated and proprietary production facility. Only Thermo Fisher Scientific possesses the precise barcode specifications to create and imprint the barcodes on the TLD cards. Each TLD card must pass through hundreds of rigorous reading cycles involving extreme heat in the TLD reader. Therefore, the TLD-card barcode must meet the mechanical, performance and environmental specifications to withstand repeated reading cycles in the TLD reader, and throughout these cycles the barcode must remain readable. Thus, the TLD-card barcodes cannot be generically produced by another source. Award to any other source would result in duplication of costs to the Government that are not expected to be recovered through competition and would result in an unacceptable time delay.

Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by 20 September 2019, at 5:00pm. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
