Synopsis:

The Raymond G. Murphy New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro Drive SE, Albuquerque, New Mexico 87108-5154 is seeking sources under NAICS Code 561320 (size standard of $27.5 million) that are able to provide one (1) qualified, experienced and certified Echocardiographic Technologist who shall perform various duties and assignments on-site.

SERVICES:

Contractor to provide Echocardiographic Technologist who shall perform adult transthoracic diagnostic Echocardiograms using Siemens SC2000 machine, verifiable experience, an absolute must no substitution. Duties will be performed in either an inpatient or outpatient setting.

Services shall be rendered in the following patient care areas: Outpatient Cardiology Clinics and in inpatient areas of the medical center (i.e., Emergency Room, Medical and Surgical Intensive Care Units, Telemetry/Step Down Units, General Medicine Ward, General Surgery Ward, etc.)

Services provided by Echocardiographic Technologist(s) shall be performed under the direction of the Chief of Medicine Service or his/her designee.

Clinical coverage reviews by the Echocardiographic Technologist(s) shall include descriptions of the monitoring procedures used by the NMVAHCS to ensure Performance Work Statement (PWS) compliance. The reviews shall be used to verify that patients appointments and/or consults were not canceled or delayed because of the Echocardiographic Technologist(s) being unavailable.

Echocardiographic Technologist(s) shall provide timely completion of all required clinical documentation per policies and procedures.

Echocardiographic Technologist(s) shall participate in continuous quality improvement programs in the organization as described in VHA Handbook 1100.19. In addition, the services to be performed by the task order technologist(s) shall be in accordance with VA Policies and procedures, Joint Commission (JC), Federal and State Laws, and the Regulations of the Medical Staff By-Laws of the VAMC.

Echocardiographic Technologist(s) shall thoroughly review the PWS and become familiar with the areas of coverage in order to become fully aware of the scope of the requirements. Failure to understand these requirements shall not relieve the Contractor from performing in accordance with the PWS.

Technologist(s) shall possess skills, knowledge and expertise to work independently or in a team setting.


The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other.

In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition, the business meets size standard for NAICS Code 561320 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.VetBiz.gov.

More over qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns.

A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contract Specialist listed in this announcement.

Contractors responding to this Sources Sought Notice need to provide the following information to Francis.Reynolds@va.gov no later than noon on Friday 08 December 2018: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts) and Socioeconomic Status.
