It is the intent of the National Library of Medicine (NLM) to enter into on a sole source procedure with Jonathan A. Hill, Bookseller Inc., 325 West End Avenue, Suite 10B, New York City, New York, 10023-8143, to fulfill NLM's mission to acquire, preserve and organize the world's biomedical literature. The National Library of Medicine, History of Medicine Division, plans to add a rare early manuscript
to its collection entitled,"Kamada Keishu (or Gendai) Geka Kihai zufu [trans.: Illustration of Surgical cases] Japan 1840.." This book is the first edition of this extremely rare and important book in the history of anesthesiology and surgery.

This action is being conducted under the authority of 41 U.S.C. 253 (C) (1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code (NAICS) is 511130 (Book Publishes) and the business size standard is 1000 employees.


This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities.
The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements.


This solicitation incorporates provision and clauses in effect in the FAC 2005-94, 2005-95 FAR Revision effective January 19, 2017, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about September 18, 2017. This is not a solicitation for competitive quotations, nor is a RFQ available.
