Mission Support and Test Services (MSTS), LLC is the Prime Contractor to the U. S. Department of Energy (DOE) and is seeking sources who can provide Subject Matter Experts (SME) in hardware and software design of the Raptor X Platform with detailed knowledge in the following areas.

• System design
• Hardware design and development
• Software design and development
• Firmware Design
• Embedded system design
• System integration
• System testing
• Custom Antenna Design
• Radiation Physics and detection methods
• Field test support
• Raptor core functions
• Development of Raptor plugin software for systems and devices 
       Java Programming
• Integration of tablet and smart phone applications
      Android Application Development for hardware interfacing
• Compact low-power electronics and systems
• Software defined radio and waveform development systems
• LPI/LPD Communications
• Technical support for government project reviews (may require security clearance)
• Training support to CONTRACTOR or Sponsor personnel on hardware and software systems developed

In addition to the broader categories noted above, the following specific capabilities are also required.

• AVR32 micro controller gcc development using protothreads
• Zynq Arm A9 bare metal and RTOS development.
• Linux and Android kernel development
• 10Ghz+ RF PCB design
• Development for nrf52, SiLabs, Dialog, Atmel, Cypress, TI, and STM microcontrollers. • USB 3.0 High Speed data transfer
• 2kV Low Power High voltage design
• Energy Harvesting, RF sensor design
• Vivado Design Suite
• Altium Designer High Speed and Low noise schematic and layout.
• Custom Protocol development on 802.11 and 802.15.4 radio hardware
• Contiki OS simulation and wireless mesh development.
• Bluetooth and BLE firmware development
• Freewave Radio firmware and management of mesh networks
• GCC custom toolchain setup
• SVN, GIT, and revision control server management
• Python User Interface design and GPIO Interfacing to test equipment
• Custom Bootloader development
• Bare metal DMA driver development for low power and high speed data transfers
• High Power, Low noise Switching regulator design
• Signal processing for Synthetic Aperture Radar

SECURITY REQUIREMENTS:

SUBCONTRACTOR must have the equivalent of a Department of Energy (DOE) facility security clearance and have personnel capable of obtaining a Top Secret, Secret, Q type, or L type security clearance as well as SCI access. A corresponding level of security clearance from another federal agency may be applicable if approved by CONTACTOR. All personnel MUST BE U.S. CITIZEN's.

PERIOD OF PERFORMANCE: 
One year from date of award

RESPONSE TO THIS SOURCES SOUGHT:
Interested parties who consider themselves qualified to perform the above listed services, who are familiar with the Raptor X Platform and who can provide the required security requirements are invited to submit a capability statement that provides sufficient documentation detailing prior experience in all the above requirements.
