Request for Information for Rapid Obstacle Marking, Rapid Protective Wire, and/or Rapid Fencing

1. This is a REQUEST FOR INFORMATION (RFI) announcement to be used for preliminary market research purpose only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSAL OR QUOTATIONS, AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any cost associated with providing information in response to this notice or any follow up information request.

2. The U.S. Army Engineer Research and Development Center (ERDC) is issuing a request for information (RFI) on immediately-Available (defined as acquisition and --- field demonstration within 12 months) technologies and approaches for rapidly marking obstacles or establishing a protective perimeter.


3. Requirements. The following is a list of requirements for the requested technologies/approaches:


a. Technologies/approaches should be self-contained and compatible with existing military equipment.
b. Technologies/approaches should be able to meet one or all of the following functions: (1) Obstacle marking meeting NATO Standardization Agreement (STANAG) 2036, (2) Protective fence/wire, and/or (3) perimeter protection.
c. Technologies/approaches should allow rapid placement of the wire/fencing/barrier. Additionally, rapid recovery and reuse of the wire/fencing/barrier is of interest but is not required.


4. Response. Responses to this RFI will be two-part; with 1) submittal of the information requested herein using the attached format as a cover sheet with any additional related literature included, as appropriate, and 2) an opportunity to showcase the same system at a technology demonstration conducted at Training Area 190 (TA-190), Fort Leonard Wood, MO, within the next 12 months. The information provided in the RFI response shall correspond and accurately depict the technology to be on display at the technology demonstration. Responses to this RFI, in the form of literature submittal and technology display/demonstration, shall be provided at no cost to the Government. Technologies may be returned after completion of the demonstration at no cost to the Government. Reimbursement will not be provided for samples used or damaged during demonstration. Technologies meeting the requirements are not guaranteed to be selected for acquisition.


RFI Responses shall meet the following guidance. Submissions that do not follow the submittal criteria herein shall be considered unresponsive and will not be selected.


a. Literature Submittal. Respondents are to submit the completed fact sheet using the attached form as a cover page for any additional literature that they wish to include that would provide further insight into this technology. Company literature or literature related to other technologies that do not address the focus of this RFI are discouraged. The response should directly inform the Government of the specific capabilities and metrics of the system; including overall weight, shipping cube/weight, unit cost, standard unit dimensions, configurations, and construction/assembly methods including duration (time to construct), durability, and reusability.
b. Technology Display/Demonstration. Selected respondents will be invited to participate in a one-day technology display and demonstration at TA-190, Fort Leonard Wood, MO, within the next 12 months. A setup day will be allotted followed immediately by the technology demonstration day followed by a day of disassembly.


Any and all costs either direct or indirectly incurred by the respondent for "Literature Submittal" and "Technology Display/Demonstration" shall NOT be reimbursed or transferred to the Government. Selection for technology display/demonstration does not constitute U.S. Government endorsement.


Responses to this notice are due within 21 days of the publication of this notice. After review of the submissions, candidate technologies meeting the needs of this request will be invited to display/demonstrate their capability during a one day event at TA-190, Fort Leonard Wood, MO, within the next 12 months.


At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed by the government.
