This is a Pre-Solicitation Notice of the Government's intent to issue a solicitation for an infrastructure project consisting of building a rappel tower in the National Police Academy located in Murciélago Guanacaste.
This infrastructure project consists of:
1- Preliminary Work
2- Rappel Tower Access sidewalks and fall protection pits
3- Rappel Tower Construction
4- Electrical System
5- Mechanical System
6- Fire Detection System

The order of magnitude for this requirement is between USD $250,000 and $500,000. The estimated period of performance is 120 calendar days from the notice to proceed. This acquisition will be issued under full and open procedures.
Place of Performance:
Place of Performance: The facilities will be located in Santa Elena district, La Cruz canton, Guanacaste province, Costa Rica.


The solicitation is expected to be posted around July 29, 2019 and will be available for 30 days - reference 19AQMM19R0314. Award of a Hybrid (Firm-Fixed Price and Cost Reimbursable) contract is within 90 calendar days from the solicitation response date. A preproposal conference and/or site visit(s) is expected to be held in early August. Specific information will be included in Section L of the solicitation.

This is a pre-solicitation notice, otherwise known as a synopsis (summary). The solicitation pertaining to this notice will be available to all interested vendors. Contractors shall express their interest in this solicitation by written correspondence to the attention of Larry Pruitt Jr. All correspondence shall be submitted via email to IP_Contracting_Team@state.gov and pruittla@state.gov and must include the solicitation number 19AQMM19R0314 in the subject line.


Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform such work in Costa Rica. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
