Synopsis
This is a Request for Information (RFI). This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Defense Threat Reduction Agency (DTRA) is not seeking proposals at this time and will not accept unsolicited proposals. No reimbursement will be made for any costs associated with providing the information in response to this announcement. DTRA is seeking eligible performers who are qualified to conduct and accomplish the requirements specified in this RFI and the attached document.


Submission Instructions:
The responses shall:
• Confirm the ability and interest to meet the intent and requirements stated in the attached document.
• Identify any aspects of the attached requirement that cannot be met and any issues/concerns with the requirements as stated.
• Assess and state whether the intent and testing can be accomplished within the timeframe and facility required as stated in the attached document.
• Provide technical background and expertise and the process or approach the source would use in accomplishing the requirements. In addition, provide any applicable past performance the source has in accomplishing similar requirements.
• Provide information and details on the test range facility that these test events would be held at and state whether the facility meets all of the specifications detailed in the attached document.


The responses shall be limited to 10 pages (inclusive of text, photos, graphs, charts, etc.,) describing the source's ability to meet the requirements described in the attached document. Source's ability to meet the requirements should be supported by a description of the process or approach and, if able, past examples of meeting the requirements.


Sources interested in this RFI are also asked to use a quad chart as a summary template for initial responses back to the Government. The quad chart should be a single presentation slide divided into four quadrants. A summary of capabilities; a summary of competitive advantages; a figure of merit; and relevant contact information should populate the quad chart. Any proprietary concepts or information should be clearly identified as such.


For all RFI responses, an additional, nonproprietary cover page is also requested identifying your company name, technical point of contact, and contact information. The one page quad chart and the one page nonproprietary cover page are not included as part of the 10 page limitation.


Submitted data and information will not be returned. Reviews and input on technical aspects of the responses may be solicited by DTRA from non-government consultants/experts who are bound by appropriate non-disclosure requirements.


A virus check should be performed prior to submitting any response. If a virus is detected, it may cause rejection of the file.


All responses shall be submitted electronically no later than Friday, March 31, 2017(1400 hours Local Time, Ft. Belvoir) to the Contract Specialist, Deitra S. Williams, email to Deitra.S.Williams.civ@mail.mil. Hard copy responses will not be accepted. Responses to this RFI will not be returned and shall become property of DTRA. Responses received after the exact time specified shall not be accepted.


This is a Request for Information. There is no solicitation available at this time. Requests for Solicitation and inquiries related to same will not receive a response. This RFI is published for market research purposes only, and in no way obligates the Government to issue a solicitation or otherwise make a contract award. Any and all information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this RFI and all information submitted shall become the property of DTRA.


The Government makes no future guarantees of a request for proposal release related to the effort. The above technical material responses from companies will be used to inform a strategic plan for future DTRA investments.


If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.


 


 



Intent
The Combating Terrorism Division of the Research and Development Directorate at the Defense Threat Reduction Agency (DTRA) would like to establish a contract with a range facility to conduct testing of fielded Department of Defense (DoD) Energetic Systems in support of current and emerging requirements or follow-on performance testing. DoD Energetic Systems include or consist of Radio Frequency Firing Systems, hardwired firing systems, novel energetics, Homemade Explosives (HMEs), Reactive Material Projectiles, Explosively Formed Projectiles, Shaped Charges, Explosively Fired Plates, fragmenting warheads and Lasers.


Requirements
Test Events Requirements
The Contractor shall conduct the range test events with DTRA & Special Operations Command (SOCOM) personnel observing
• Conduct performance testing of approved, fielded DoD systems and energetics. Tests will include the following:
o Dynamic/energetic interdiction of mobile transport conveyances. This type of test will include
 Target types: 2-door sedans to 1-ton truck (targets will be provided by the Government)
 Controlled speed: 5 to 60 mph (+/- 2 mph speed)
o Reactive Materials, Thermites & Intermetallics
o Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Critical Node Defeat
o Ability to conduct Laser testing desired, but not required. If Laser testing is conducted, it must be in accordance with best practices, and Federal, State and local regulations and procedures in place at time of testing.


Location Requirement
• The range facility must be located within a maximum 10-hour driving distance of Virginia Beach, VA.


Scheduling Priority Requirements
• Ability to schedule the range test event with no more than a 6-week advance notice. DTRA will present the test objectives and draft test plan at the time of the 6-week notice.
• Minimum 3 test events per year
• Maximum 15 test events per year


Range Test Event Time Frame Requirements
• A range test event will encompass five consecutive days (Monday through Friday)
• Eight hour days


Security Requirements
• All range test events shall be managed at SECRET//NOFORN level
• All contractor personnel involved in test events must have a minimum SECRET clearance
• Contractor facility must be rated minimally SECRET
• Classified storage at SECRET level for documents and Ammunition, Arms and Explosives
• DTRA desires the range to be physically out of sight from public roadways through use of fencing, terrain, vegetation, etc.


Staffing Requirements
• The following Subject Matter Expert (SME) positions are required for each test event, with each SME having a minimum three years of experience:
o Range Officer in Charge (x1)
o Range Safety Officer (x1)
o Data Acquisition Engineers (x2)
o Range Technicians (x2)
o Photographer (x1)
o Explosive Ordnance Disposal (x1)


Data Acquisition Requirements
• Contractor must provide the following for each test event:
o High speed video (x1)
o Standard video (x1)
o Standard digital stills
o Pressure transducer data
o Thermal gauge data
o Strain gauge data
• These shall be provided as a deliverable at the end of each test event.


General Range Requirements
• Compliant with DOD 4145.26M, DoD Contractor's Safety Manual for Ammunition and
Explosives, dated March 13, 2008
• Range limit
o Threshold: 10 pounds minimum Net Explosive Weight for intentional detonations
o Objective: 15 pounds Net Explosive Weight for intentional detonations
• Appropriate "quantity distance" arcs for fragmenting ordnance and/or risk mitigation barriers must be in place prior to contract award
o Cleared safety zones for fragmenting explosives and events per "Test Events Requirements" above
• Certified ordnance handling equipment & personnel
• Heavy Equipment (forklift, skid steer) & operators
• Firefighting Truck & Equipment & personnel


DoD Approvals and Licensing Requirements
• Contractor must have Defense Security Assistance Agency current approval
• Bureau of Alcohol, Tobacco & Firearms (BATF) licensed facility and applicable state licensing
• Applicable Federal and local Environmental Approvals


Environmental Test Equipment Requirements
• Test equipment required for test events to be co-located on range
o Hot / Cold / Humidity Conditioning Chamber
o 25 KV ElectroStatic Discharge
o Transportation & Vibration Chamber
o 30-foot drop tower


Energetic Storage Requirements
• Minimum 1500 square feet of energetic storage capacity
• For receipt and storage of explosive items, Contractor must be in compliance with:
o Federal BATF requirements
o State/Local environmental requirements and regulations
o DoD 5100.76M, Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives, dated April 17, 2012


General Temporary Storage
• For DTRA gear and equipment
• Approximately 320 square feet
• Co-located on range, preferred
• Duration - length of contract (i.e. five years)


Classroom Requirements for DTRA-led Briefings & DoD Systems' Instruction
• Minimum SECRET rating
• Contains Information Technology/Audio-Visual equipment
• Capacity up to 20 occupants
• DTRA will use classroom as staging and briefing area
• Co-located on range, preferred


Government Furnished Equipment for Each Test Event
• Systems equipment (Test articles)
• Ordnance
• Initiation Systems
• Targets
• Test fixtures


Deliverables
• DVD with pictures, videos & data acquisition (no test report)
