The Department of Public Health is interested in procuring a user friendly Web based software system that can run the departments Random Moment Sampling (RMS) software system. RMS is a statistical sampling process used to determine the proportional amount of time staff spends on the various activities they perform in carrying out their job functions and is used in a federally approved cost allocation plan in accordance with OMB Circular A-87. RMS is currently administered through a paper observation form process whereby randomly a moment in time for a worker is selected to determine the activity being performed at the selected moment (3500 observations are selected each quarter). The department would like to use a web based system to sample employees and collect responses thru an e mail system. The department is interested in a pre-existing software system that requires minimal configuration or customization, if necessary to meet the agencys needs. The system must be hosted on the vendors server and accessed with a password via internet connection.
