This DRAFT SOLICITATION is for the Ramey Unit School Replacement in Puerto Rico.

Participation in this Request for Information (RFI) process is important in that it makes USACE decision-makers aware of any needed changes within the solicitation. Data collected will become the property of the USACE, and may be used to update the acquisition. Your response is a key factor in the project development.


The USACE does not claim or suggest participation in this questionnaire will result in consideration or award of a federal contract. Participation is entirely voluntary and non-participation will not affect the consideration of any company for future federal contracts.

The USACE is requesting that all potential Offerors review these draft documents in their entirety and provide any comments, questions, or suggestions you may have in the development of the solicitation.


PLANS/SPECS: Please address all questions/comments via Bidder Inquiry in ProjNet at www.projnet.org/projnet. To submit and review bid inquiry items, Offerors will need to be a current registered user or self-register into the system. To self-register, go to web page, click BID tab, select Bidder Inquiry, select agency USACE, enter Key for this solicitation listed below, your e-mail address, and click login. Fill in all required information and click create user. Verify all information on the next screen is correct and click continue. From this page you may view all bidder inquiries or add inquiry.


Offerors will receive an acknowledgement of their question via e-mail, followed by an answer to their question after it has been processed by our technical team.

PRICE: Currently, the DD1391 shows an estimated contract cost of $54,105,000.00. USACE would like to know if, given its current CLIN structure (Base + All Options), this amount is feasible/realistic and is seeking feedback and comments on this aspect as well. However, DO NOT submit pricing questions/comments/concerns via ProjNet. Instead, these comments shall be provided to Arcia Fusi at arcia.e.fusi@usace.army.mil and Andrew Page at andrew.k.page@usace.army.mil, no later than 12:00pm Eastern on 27 April 2018.


The USACE will review these submissions and may contact you or your firm to further discuss these comments.
