Radioactive Waste Removal Services

This Sources Sought/Market Survey Notice is being conducted by the Network Contracting Office (NCO) 16 at 2002 Holcombe Blvd. Bldg. 100, Houston, Texas 77030 to identify other sources that are capable of providing the collection and removal of Radioactive Waste generated by the Central Arkansas Veterans Healthcare System (CAVHS) at the John L. McClellan Memorial Veterans Hospital located at 4300 West 7th Street, Little Rock, Arkansas 72205.

Contractor shall be able to perform services at hundred percent. Contractor shall provide the collection and removal of Radioactive Waste generated by the Central Arkansas Veterans Healthcare System (CAVHS) at the John L. McClellan Memorial Veterans Hospital as specified in the contract.

Description / Scope / Objective.
The Contractor shall provide all labor, equipment, tools, material, supervision and other items and services necessary to perform the work as defined in this Statement of Work

Performance Requirements.
Licensing and Regulatory Requirements: The contractor must comply with all current Local, State and Federal Regulations.

Radioactive Waste Management Requirements: The contractor shall furnish all personnel, materials, tools and equipment necessary to provide storage, removal, transportation and disposal of all low-level radioactive waste generated by the Central Arkansas Veterans Healthcare System (CAVHS) at the John L. McClellan Memorial Veterans Hospital, Little Rock, Arkansas.

The contractor shall package all low-level radioactive waste as indicated: Solid waste (glass, paper, plastic, assorted lab ware) shall be packaged according to current Local, State and Federal Regulations. Aqueous liquids (bulk liquids, absorbed liquids, liquids within glass, plastic, or metal containers) shall be packaged according to current Local, State and Federal Regulations.

Scintillation vials and fluids:
Regulated scintillation vials shall be packaged according to current Local, State and Federal Regulations.
Deregulated scintillation vials shall be packaged according to current Local, State and Federal Regulations.
Regulated bulk scintillation fluid shall be packaged according to current Local, State and Federal Regulations.
Deregulated scintillation fluid shall be packaged according to current Local, State and Federal Regulations.

Biological waste (animal carcasses, blood, bedding, miscellaneous materials such as tubing, glassware, gloves, syringes contaminated with blood as a result of animal experimentation with radioactive materials) shall be packaged according to current Local, State and Federal Regulations.

The contractor shall package all radioactive waste that has been identified, segregated and labeled by the CAVHS Radiation Safety staff.

The contractor shall provide the CAVHS with sufficient boxes and drums of various sizes as needed per pick-up.

The contractor shall pick up radioactive waste from the CAVHS upon request by the CAVHS designated representative.

Specific Requirements: The contractor shall transport the drums or boxes filled with radioactive waste by methods and procedures that fully comply with all Local, State and Federal Laws and Regulations.

The contractor shall ascertain that all drums are properly packed and have sufficient packing material before they sealed.

The contractor shall survey with a Geiger counter, or equivalent survey meter, all drums, containers, or boxes.

The contractor shall furnish the CAVHS with a fully detailed description of the methodology that will be used to transport treat and dispose the radioactive waste. This shall include all related and applicable permits and licenses.

The contractor shall provide the CAVHS with NRC Form 540 Uniform Low-Level Radioactive Waste Manifest and any other document required to be retained by CAVHS pertaining to each waste pick up and disposal.

The contractor shall also provide a final certificate or letter stating that the low-level radioactive waste was accepted and all the information was correct.

The contractor shall serve, when called upon by the Radiation Safety Officer, as a resource for information on the latest requirements and equipment in the areas of low level radioactive waste shipment and disposal.

The contractor shall provide documentation of indemnity to the CAVHS against liability from its willful misconduct, negligence or breach of contract.

The contractor shall provide copies of all applicable permits and licenses such as a disposal facility permit, waste transportation license or incinerator permit.

The contractor shall provide proof of regulatory compliance such as inspection reports, policies and procedures, staff training records and an emergency plan.

The contractor shall provide a written safety plan that must be followed in order to protect the CAVHS staff, contractor personnel and the surrounding community.

The contractor shall provide a detailed written description of all procedures for the transportation, storage, treatment and disposal of the low-level radioactive waste.

The contractor shall provide a written emergency plan that outlines a formalized response to any accidents, spills or leaks that occur while the contractor is performing work for the facility. The emergency requirement may be in response to an actual, natural or man-made disaster. Also, the emergency requirement may include responding to a special project, which has not been anticipated by the contract parameters.

Performance Location and Hours.

Normal duty hours are from 0800-1630, Monday through Friday, excluding Federal Holidays. Contractor access shall be provided during this time period.

Contractor Personnel and Management.
Contractor Personnel. The Contractor shall be responsible for employing technically qualified personnel to perform the work specified in this PWS. The Contractor shall maintain the personnel, organization and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements.

Government Badges. The COR shall coordinate the issuance of required access badges to Contractor personnel. Contract personnel shall wear identification badges provided by the Government at all times when performing. Badges shall be worn on the outer garment.

Contractor Badges. Notwithstanding the requirement to wear a Government furnished badge, Contractor personnel shall also wear a contractor identification badge at all times when performing services under this Contract. Badges shall be worn on the outer garment.

The Contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any part of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the COR.

The Government reserves the right to review Contractor personnel qualifications. Upon request, resumes shall be provided to the Contracting Officer prior to clearance approval, for review and acceptance by the COR.

Performance Standards and Quality Measurement.
Performance standards define desired services. The Government performs surveillance to determine if the Contractor exceeds, meets, or does not meet these standards. The Government shall use these standards to determine Contractor performance and shall compare Contractor performance to the Acceptable Quality Level (AQL). The Quality Assurance Surveillance Plan (QASP) method of surveillance shall be by random inspection.

The expected period of performance dates December 1, 2018 thru February 1, 2019.
