The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst Contracts Office intends to award a five (5) year fixed-price Indefinite Delivery/Indefinite Quantity type contract for the procurement of brand name Motorola APX and SRS series subscriber units and components (consolettes, call boxes, and consoles) on a brand name mandatory basis. This acquisition shall be open to Motorola and its authorized dsitributors. This contract value shall not exceed $84.765M. 

The Navy has standardized its Enterprise Land Mobile Radio (ELMR) network on the Motorola ASTRO 25 Integrated Voice and Data (IV&D) trunking radio system. All existing XTS 5000 Series subscriber units and associated components currently in use throughout the Navy's ELMR network will reach end of life in 2015 and are no longer manufactured by Motorola. This requirement is for the replacement of this obsolete equipment. This equipment does not operate as stand-alone equipment; rather, it operates as part of a wider integrated Navy ELMR infrastructure, which is based upon the utilization the Motorola ASTRO25 IV&D trunking radio system. Only Motorola equipment (subscribers, dispatch consoles etc) is 100% compatible within the infrastructure of the existing system.


The subscriber units and associated components to be replaced under this action are required to be interoperable and interchangeable with the current ELMR system infrastructure while providing the same Dynamic System Resilience (DSR) and Over-the-Air-Programming (OTAP) capabilities. The DSR and OTAP technologies are proprietary to Motorola and it is the only manufacturer capable of providing both voice and data over the existing Motorola ASTRO 25 IV&D trunking radio system. The OTAP capability has not been standardized between manufacturers equipment and is not interchangeable or interoperable within the existing infrastructure of the ELMR system. Therefore all radios used on the worldwide ELMR network must utilize Motorola proprietary OTAP technology to be fully managed and reprogrammed over the air.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.

NAWCAD Lakehurst intends to conduct an online competitive reverse auction for this action to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWCAD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a quote on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
