This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation in its entirety; quotes are being requested and a written solicitation will not be issued.
This procurement shall be conducted under FAR Parts 12 Commercial Acquisitions and FAR Part 13 Simplified Acquisition Procedures. Award to this solicitation shall be based on the offeror's ability to provide those specific supplies and services stated in the solicitation.
Solicitation number VA262-14-Q-0862 is issued as a "Brand Name or Equal" request for quotation (RFQ). The North American Industrial Classification System (NAICS) code for this requirement is 334220. The Small Business size standard is 750 employees. This RFQ is open to all prospective Offerors and is not set aside for small business.
The Government intends to award a firm-fixed price award. Responses to the solicitation shall be due on Monday, June 16, 2014 at 12:00 PST. Offerers are advised to review and monitor the FBO website to ensure you have the most up to date information, including all amendments. 52.212-2 -- Evaluation -- Commercial Items.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Technical capability of the item offered to meet the Government requirement
Factor 2 - Price
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Department of Veterans Affairs Southern Nevada Healthcare System, Las Vegas, NV has a requirement for a Harris Corporation VIP Dispatch Console brand name or equal IAW FAR 52.211-6. Listed below is a description of the items being requested in this solicitation and all attachments.

Salient Characteristics:
1. The Proposed system shall seamlessly operate with a Harris System Release 9D P25 infrastructure to allow features such as PATCH and Simul-Select to operate efficiently using a single RF working channel.
2. Shall be able to receive encryption keys via the network from the existing KMF.
3. Shall meet all applicable Information Assurance (IA) requirements of the existing system and the infrastructure protocol for radio operations
4. Shall provide the ability to provide selected and unselected talk group monitoring
5. Shall provide independent volume and mute controls for each monitored talkgroup
6. Shall provide group and selective/individual calling display
7. Shall provide caller alias display
8. Shall provide indication of emergency status
