RTCA, Inc. is accepting proposals for a second generation Digital Rights Management technology to control usage of digital content after sale. This will be a concept to implementation production. The purpose of this RFP is to provide a fair evaluation for all candidates and to provide the candidates with the evaluation criteria against which they will be judged.
