SYNOPSIS:

THIS IS A REQUEST FOR INFORMATION (RFI) AND INDUSTRY DAY NOTICE ONLY for a rapid rigging/derigging airdrop system that is capable of meeting the basic requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the government to form a binding contract. The government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information.


DESCRIPTION:


The Product Manager Force Sustainment Systems (PM FSS), Natick, MA is seeking a source for an airdrop rapid rigging/derigging system (or components) for development. The goal of the program is to reduce the time to prepare a payload for airdrop, reduce the impact forces upon landing to allow for a roll-on/roll-off capability.


REQUIREMENTS:


NSRDEC is seeking a system that is designed for 5000 - 25000 pounds rigged weight (T) and 2500 - 42000 pounds rigged weight (O). The system would allow for a minimum drop altitude of 1000 ft AGL (T) and 500 ft AGL (O). The system will be compatible with C-17 (T) and also C-130 (T). It would be capable of being gravity and extracted from the delivery aircraft. The primary goals of the program are to reduce the rigging time (T = 25% time reduction, O = 40% time reduction) and roll-off time after landing (T = 40% time reduction, O = 50% time reduction) for various payloads. It is the goal of this program to allow for ease of rigging for future variants of payloads with minimal redesign, test and certification. To facilitate this, the impact G's sustained by the payload should be below 7 G's (T) and below 2 G's (O). This will allow for greater payload survivability. The proposed system should maximize compatibility with existing heavy airdrop equipment, such as, but not limited to parachute systems, platforms (Type V (T) and/or DRAS (O) ), lashings, parachute release, and extraction systems.


OTHER REQUIREMENTS:


This system should work in Basic Hot and Cold Conditions. The system should be capable of adaptation to other US forces for strategic, operational and tactical military operations.

REQUESTED INFORMATION:


Vendors who believe they have the ability to develop product(s) capable of meeting the above requirements are requested to submit a short (no more than five (5) pages total) summary, including description of the vendor's ability to develop the requested system, current Technology Readiness Level (TRL), as well as pictures, website, and test report(s), as applicable. The five (5) page summary must include Company name and address, point of contact with phone number, DUNS number, Cage Code and a statement regarding any small business designation (if applicable), by the required date and to the point of contact (POC) noted below. Responses shall be received no later than 4:00PM EDT 16 Jun 2017. Responses shall be e-mailed to the address technical POC address below. No telephonic or hardcopy responses to this RFI will be considered.


INDUSTRY DAY INFO:


As part of the market research the U.S. Army Natick Soldier Systems Center, Product Manager, Force Sustainment Systems (PdM FSS), Natick, MA is planning on conducting an Industry Day as a follow on to the PdM FSS Roll-On Roll-Off Aerial Delivery System (RRDAS) RFI Sources Sought Request/Market Research regarding industry's interest and capability to RRDAS Industry Day is part of that market research, which may assist the Government in developing future procurement strategies. The RRDAS capability will replace existing equipment and techniques


PdM FSS invites vendors to participate in an Industry Day which will be hosted at the Natick Soldier Research, Development and Engineering Center (NSRDEC), Natick, MA on Thursday, 22 June 2017 from 1:00 p.m. to 4:30 p.m. (EDT). The Industry Day will consist of an RRDAS systems overview briefing, static display, and opening and closing Question and Answer (Q&A) open forums. Registration for this event can be accomplished via the "Register for Industry Day" button which can be found by accessing the Info Link listed below under "additional information" or under the packages tab under this posting on FBO. Registration for the Industry Day will be open at 5:00 p.m. (EDT), Wednesday 24, May 2017 and close at 5:00 p.m. (EDT), Friday 7, June 2017. A period for online questions will be open for questions to be submitted from 5:00 p.m. (EDT), Wednesday 24, May 2017 through 5:00 p.m. (EDT), Thursday 30, June 2017.

**TERMS**


The Industry Day agenda will consist of a system equipment overview briefing 1:00-1:45 p.m. (EDT), RFI overview briefing, Question and Answer (Q&A) open forum 1:45-2:15 a.m. (EDT), Static Systems Demonstration models available for viewing from 2:15-4:00, and a wrap up and Q&A session from 4:00-4:30 p.m. (EDT). All questions regarding the industry day shall be submitted online by clicking the "Submit Questions or Comments" button on the Industry Day Info Link provided in the additional information below. It is anticipated that the answers to questions during the Industry Day will be posted via attachment to the FBO posting and on the Industry Day Info Site 5:00 p.m. (EDT) on or about 12 July 2017.


All attendees must report to Hunter Auditorium located Buildings #1 for check in. The review area shall be manned by a Government Subject Matter Expert (SME).


1. A High Mobility Multipurpose Vehicle (HHMWV) ridged for airdrop shall be on display.


The RFI overview briefing and open forum shall be held in Hunter Auditorium. The location for the static display on post. Final location will be weather dependent the day of the event


Acceptable Topics for Discussion during Q&A Open Forum:


1. The general purpose of announcing upcoming business opportunities; 2. Any information that has already been made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of the RRDAS development effort.


Unacceptable Topics for Q&A Open Forum:


1. Proprietary or confidential business information of incumbent contractor(s) or other business entities; 2. Privacy Act protected information such as, incumbent contractor employees personal data; 3. Trade Secrets Act protected information; 4. Speculation on what the Government might be looking for in proposals.


**CONDITIONS**

All U.S. visitors 18 years of age and older must be vetted prior to entry to NSSC. Foreign visitors (both official and unofficial) must be vetted through the appropriate Foreign Disclosure Officer based on the organization he/she is coming to see. This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and
FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Request for Information (RFI) in support of market research. All information received will be used for planning purposes only. This notice does not constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The government will not award a contract based on this notice and will not reimburse respondents for any cost associated with responses to it.

All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
