All firms responding to this Sources Sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain question concerning this market research.
The intent of this notice is to determine the availability of Small Business to provide a Rough Terrain Articulating Boom Lift, either from itself, or from a Small Business Manufacturer though NAICS code 333923 with a size standard of 1,250 employees or less.
The Bureau of Reclamation has a requirement to acquire a Rough Terrain Articulating Boom Lift. Minimum specifications are as follows:
-    Maximum working height of 52'
-    Maximum horizontal reach of 25'
-    Turntable rotation 355 degrees
-    Turntable tail swing - zero
-    Up, Over, and Out Configuration or "Z" Configuration
-    Rough terrain foam filled tires, size 315/55 d20
-    Controls 12v DC
-    Auxiliary power unit 12v DC
-    Hydraulic platform rotation
-    Two speed wheel motors
-    All factory installed equipment shall be in operating condition (i.e., lights, backup alarm, safety decals, etc.)
-    Capacity of 500lbs or more
-    Horn
-    Include parts manual
-    Include operators' manual
-    Tilt level sensor with audible alarm
-    Descent Alarm
-    Swing out engine tray
-    Tow package
-    5' jib boom
-    Steel 6' dual entry with slide swing gate
-    Airline to platform
-    AC power to platform
-    Active oscillation four-wheel drive
-    Power source - 75hp dual Fuel (gas/lpg) Diesel Fuel is not allowed
-    Thumb rocker steer
-    Alarm package
-    Panel cradle package
-    Light package
-    Fall arrest bar
The Government will also evaluate any other Rough Terrain Articulating Boom Lift that is of like form, fit and function.
Potential offers having technical capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via email. The capability statement must include the following:
1) Company name and point of contact information.
2) DUNS Number
3) Business size whether large or small. If small please provide size/certification (to include 8(A), HUBZONE, SDVOSB, ETC.)
4) Brief explanation of the type of Rough Terrain Scissor Lift equipment your company manufactures or resells and its capabilities.
5) If reselling, include the brand and company name of the equipment you are reselling
Responses are due no later than 7:00 PM, PST, Thursday, May 23, 2019, and shall be electronically submitted to Terry Mest at tmest@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be mad for any cost associated with providing information in response to this synopsis or any follow-up information requests.
