UPDATE 10/8/2019 - This solicitation is no longer intended for a 3-year Indefinite Delivery Indefinite Quantity contract.  Instead, the NSN is planned for addition to the Moog Blacksburg priced BOA, SPE4A1-19-G-0003.  The item will be valid on the priced BOA through December 2020.  A letter solicitation to Moog Blacksburg, CAGE 99932, is planned to request unit pricing and delivery.     

ORIGINAL SYNOPSIS:  This solicitation will contain one NSN for a ROTOR, AIR CONDITION. The original equipment manufacturer and only approved sources is Moog, Inc., CAGE: 99932; P/N: AW3018-8. This procurement is unrestricted. The solicitation will result in a 3-year Firm-Fixed price Indefinite Delivery Indefinite Quantity contract. The NSN and estimated quantities are as follows: NSN 1660-01-303-1979, minimum quantity of 71 each / maximum quantity of 500 each. The estimated delivery schedule is 254 days ARO. FOB: Origin; Inspection/Acceptance: Destination. The solicitation will be issued in accordance with (IAW) 10 U.S.C. 2304(c) (1), other than full and open competition. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with the approved sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Conditions for evaluation and acceptance of offers for part numbered items cited in the PID: This agency has no data available for evaluating the acceptability of alternate products offered. In addition, to the data required in Procurement Note: L04/M06, the offeror must furnish drawings and other data covering the design, materials, etc., of the exact product cited in the PID, sufficient to establish that the offeror's product is equal to the product cited in the PID. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or Procurement Note L22. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation "Item cited requires data which is restricted to contractors certified by DoD to access unclassified data per DoD 5220.22M. Certification is obtained by submitting DD Form 2345, Military Critical Technical Data Agreement, to the Defense Logistics Information Services." Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The anticipated solicitation issue date will be May 27, 2019 and anticipated close date will be June 14, 2019 by close of business at 5:00 PM [EST]. The solicitation will be available via the DLA-BSM Internet Bid Board System (DIBBS) website.
