SITE VISIT

SITE VISIT: See clause 52.237-1, Site Visit (APR 1984).
The site visit will be conducted on May 31, 2017 at 10am at the DORN VAMC, Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209. Contractors shall report to Building 22, Logistics Conference Room 3B105. Point of Contact is Joseph Locke, 803-776-4000, Ext: 7814; joseph.locke@va.gov

NOTE: This is the ONLY site visit scheduled for this project; individual or separate site visits will not be scheduled. This is not a mandatory site visit, but it is highly encouraged to attend before submitting a quote. Timeframe:

Statement of Work

Replace A/C Rooftop Units


1. REQUIREMENT:

This requirement is to replace two (2) existing tunnel rooftop A/C units, and add two (2) additional rooftop units to existing Siemens APOGEE BAS System.

2. BACKGROUND:

On the basement corridor roof to Building 106 at Dorn VA Medical Center, there are two 3-ton York package heat pump units. This requirement is to replace the two units.

3. PERIOD OF PERFORMANCE:

The period of performance is 30 days from date of award. Work will need to be performed during normal business hours Monday Friday (0800 1700) excluding weekends and federal holidays.

4. PLACE OF PERFORMANCE:

Place of performance is Building 106 at Dorn VA Medical Center, 6439 Garners Ferry Rd, Columbia, SC 29209

5. PERFORMANCE REQUIREMENTS:

Contractor to replace heat pumps, current model #B2CH036A46A, 2 ton 3-phase 460 Volt.
Disconnects mounted to wall currently
10 kw heat strips requested for new units
Brand does not matter, but prefer Trane
Crane lift will be required as units sit on roof and the corridor is behind the cooling towers
Contractor to remove old rooftop curb mounted units and replace with new units
Crane lift is required
Site visit, attendance is not required, however is highly encouraged.
3phase 460 volt 3 ton heat pump 410A unit needed
New electrical disconnects required
New roof curb may be required
Contractor to hook into existing ductwork, make modifications, repairs as necessary for tie in.
Contractor responsible for all roof cutting, repairs, and modifications.
Contractor to do all electrical work, conduits, breakers, wiring & disconnects.
New thermostat required for each unit, programmable digital electronic.
Contractor responsible for disposal of old units.
Contractor must abide by all VA, OSHA and NEC regulations.
Site visit is encouraged




6. INVOICES:

a. Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor and submitted through Tungsten Network (formerly known as OB10) http://www.tungsten-network.com/us/en/. A properly prepared invoice shall contain:

7. TERMINATION FOR CONVENIENCE: Subject to a 14 day advance notice, the Government reserves the right to terminate this contract for convenience if the need for this service changes or is no longer required.

8. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS:
The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract:
Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228.
Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest.
Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.
Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act.
Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract.
The Government Agency owns the rights to all data/records produced as part of this contract.
The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data.
Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.].
No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
