16) Description:


This is a FAR Part 5 synopsis to award a contract with other than full and open competition to Space Dynamics Laboratory (SDL), Utah State University Research Foundation. The statutory authority permitting other than full and open competition for this acquisition is 10 USC 2304(c), as implemented by FAR 6.302-1(a)(2)(ii), which states: "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements."


The Republic of Korea (ROK) Global Hawk (GH) Tasking, Collecting, Processing, Exploitation, and Dissemination (TCPED) System program will develop, integrate, install, and test the ROK TCPED capability in ROK. The development of an exportable TCPED capability that supports GH systems will include a virtualized environment featuring multiple servers, analyst and mission planning workstations, data storage arrays, communications equipment and secure voice-over IP devices, network and encryption devices, and cross-domain solution information assurance devices.


In addition, there is an initial Contractor Logistics Support (CLS) services requirement to keep the system operational until a long-term sustainment plan can be fielded. The CLS requirement includes system familiarization, troubleshooting of the TCPED system capability, spares, support equipment and associated software, technical assistances, manuals and technical data, and follow-on support.


The period of performance shall be September 2018 - September 2020. The base period will include 1 year to develop supply deliverables with 1 year of CLS. There will also be two option years of CLS.
