DESCRIPTION:
The Wayne National Forest (managed by the USDA Forest Service) in southeastern Ohio has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for road maintenance services.


The contractor will be required to provide all expertise, supervision, labor, materials, equipment, tools, supplies, transportation, permits (if or when needed), coordination with utilities, and incidentals necessary to perform road maintenance and other associated minor maintenance operations directly related to road activities for the Forest Service. A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes.


LOCATION:
Performance of road maintenance services will be throughout the Wayne National Forest. Areas could be located in any of the following areas:


ZONE ONE
Ironton Ranger District; Pedro, OH
Ohio Counties: Lawrence, Gallia, Scioto, Vinton and/or Jackson


ZONE TWO
Athens Ranger District; Nelsonville, OH
Ohio Counties: Athens, Hocking, Perry, Monroe and/or Washington


INFORMATION FOR OFFERORS:
Request for Proposals (RFPs) are being requested in accordance with FAR Part 15 (Contracting By Negotiation) and Part 36 (Construction and Architect-Engineer Contracts).


Award of multiple firm, fixed-price multiple year performance based service contracts are anticipated. The requirement is for a base period and an additional 2 (two) one-year option periods.


Offerors should propose prices for all contract line items on the Schedule of Items for the base and all option periods.


A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option years combined will not exceed $1,000,000.


SET ASIDE:
This procurement is set aside 100% for Small Businesses. The NAICS code is 237310 - Highway, Street and Bridge Construction and the Small Business Size Standard is $36.5 million.


CONTRACTOR QUALIFICATIONS:
All offerors must have an active registration in the System for Award Management (SAM) database at the time of proposal evaluation. Registration in SAM may be completed on the internet at www.sam.gov.


This solicitation will ONLY be available electronically. All solicitation documents will be available for downloading from the Federal Business Opportunities website (www.fbo.gov) on or around May 23, 2018. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
