The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) intends to negotiate with only one source, R. M. Young Company, 2801 Aero Park Drive, Traverse City, Michigan for the following repair/replacement parts for a R. M. Young Company Model 05103 Wind Monitor: 1200 each Vertical Shaft Bearing, P/N 05124VG; 1200 each Flange Bearing, P/N 05163PG; 30 each Potentiometer-10K, P/N05134; 40 each Propeller Shaft, P/N 05164C; 5 each Nose Cone, P/N 05160C; 10 each Potentiometer Coil Assy, P/N 05145C; 15 each Potentiometer Thumbwheel, P/N 05139; 20 each Potentiometer Coupling, P/N 05138A; and 5 each Junction Box, P/N 05121E-03. This action is authorized by and in accordance with FAR 6.302-1. The Government believes that the only responsible source capable of satisfying the agency's requirement is the R. M. Young Company. These repair/replacements parts are manufactured specifically for the R.M. Young Sensor, there are no other replacement/repairs parts available that maintain the calibration of the sensor required to meet the required National Fire Danger Rating Standards. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. The estimated value of this acquisition is less than $42,000.00. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). The requirement is unrestricted and the NAICS code 334513 applies. Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item 140L3719Q0002. However, they must provide convincing evidence that they can furnish the requested items at a cost that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by November 23, 2018 to the effect that a comparable source exists, an order will be placed with R. M. Young Company for the requirement stated here.
