This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912NS-19-Q-1021 and is issued as a request for proposals (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of $8.0M. This requirement is a [Total Small Business] set-aside and only qualified offerors may submit proposals. Product Service Code J035 - maintenance, repair and rebuilding of equipment: service and trade equipment. All proposals shall reference the RFP number and shall be submitted by 11:00 A.M. central time on 10 September 2019. The anticipated award date is no later than 13 September 2019.


The following commercial services are requested (see enclosed Performance Work Statement - PWS). Please utilize below Contract Line Item Number (CLIN) when submitting proposal.

Proposal Submission Instructions: Clause 52.212-1 (found in CLAUSES INCORPORATED BY FULL TEXT) provides detailed instructions on what shall be included in an offeror's proposal. The preferred submission of an Offeror's questions or proposal is electronic submission by email to craig.l.lueckenotto.civ@mail.mil. All email subjects shall begin with"19-Q-1021". All proposals shall be submitted by 11:00 A.M. central time on 10 September 2019.


Question Submission Deadline: Interested Offerors shall submit any questions concerning the combined synopsis/solicitation at the earliest time possible, but no later than 11:00 A.M. central time on 5 September 2019 to enable the Government time to respond in a FBO posting for fair opportunity to all interested parties. Questions received after this date and time will only be considered if it is determined by the Contracting Officer to be in the best interest of the Government.


Basis of Award: Lowest Price Technically Acceptable. Clause 52.212-2 (found in CLAUSES INCORPORATED BY FULL TEXT) provides detailed criteria on how an offeror's proposal will be evaluated in order to be determined technically acceptable. The offeror with the lowest price determined to be technically acceptable will receive the award.


Technically acceptable is showing the ability, via proposal, past performance, and references to perform all Tasks and Standards in the attached Performance Work Statement. Provide recent and relevant experience in your proposal.


A Small Business Administration (SBA) certificate of competency: can and will be required of any proposal (lowest price) that the Missouri National Guard believes does not show relevant and recent past performance. Confirmation of performance will also be confirmed.
