The Fleet Logistics Center Norfolk, Philadelphia Contracting Office intends to acquire for NCIS renewal of licenses for 130 Cellebrite brand data extraction devices; and for 1 Personal Computer (PC) versions for a total 131 licenses. The contractor will maintain up to date software upgrades for these Cellebrite portable and PC forensics systems it already has in its inventory which are used in Criminal, Counter Intelligence, and Counter Terrorism investigations. These license renewals will run a period of 16 September 2018 through 15 September 2019. NCIS also requires the buyback of 87 UFED Touch1 data extraction devices and replace them with new upgraded versions UFED Touch2. The supplies for this requirement comply with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C.
794d).
DFARS clause 252.211-7003 Item Unique Identification and Valuation (MAR 2016) is applicable to this requirement.
This requirement is in support of the Navy Criminal Investigative Services, Quantico, VA. This procurement is a brand name acquisition with Cellebrite USA Corp. Parsippany, NJ or its authorized resellers. Authority for Other Than Full and Open Competition is brand name FAR 13.5 Test Program as required in FAR 501.2. Commercial type clauses in FAR Part 12 will be included in the RFQ, and a shorter solicitation period will be implemented per FAR 5.203.

Every new SAM registrant is now required to provide a notarized letter confirming the entitys Administrator allowed to register the entity in SAM and make changes to its registration BEFORE GSA will activate the entitys registration.
