RFQ: Project Management Software System

Looking for a five-year commitment from a firm/person located in Mass but willing to travel to installation sites around the country. Large-scale project management capability is required; you will be responsible for managing the relationship with multiple clients (about 8 now, may grow to 30 or more.) Your pricing should reflect this.
Short story: Our small, non-profit lab has developed a complex, feature-rich system for managing our research projects from the RFP to archiving the results. This system is also the CMS for our website; it is based on MySQL with FileMakerPro and web browser interfaces, coded with php. We have given the system to some of our sister programs around the country. We now wish to spin off the license for this application so that a third party can roll out the system to other programs and agencies, as we do not have the time, personnel or inclination to do this.
Please read the attached RFQ for more details on the system and respond with a dollar amount for the entire project OR a dollar amount for one of the two subsections of the project: A) rollout/maintenance B) global upgrade to a more stable platform.
