The City of Alexandria and GAEDA hereby issue a Request for Qualification Statements (RFQ) from
Professional Firms and Consortia to assist in the implementation, management, and coordination of the
SPARC program in the areas of public input, leveraging funds, technical assistance, and outcome reporting.
The City of Alexandria and GAEDA intend to award one Prime-Consultant contract for professional services
associated with this RFQ, assuming a project manager can demonstrate a clear value over the S.P.A.R.C.
life cycle keeping in mind the need to stimulate large-scale development.
