The County of Monterey, as Successor Agency to the Redevelopment Agency of the County of
Monterey (hereinafter "County"), has prepared design plans, specifications, and bid documents,
for and is preparing to issue a contract to construct, a 4.9-acre public park in the unincorporated
community of Pajaro, located near Watsonville, California.
The County wishes to retain a consulting firm to provide on-site contract management and
inspection services for this project.
The project is described in the attached construction drawings. The Engineers Estimate of
Probable Construction Cost for the project is $4,500,000. Bidding of the project is scheduled for
September, 2012, and construction is expected to take place from January through November,
2013.
The project is funded by a combination of a grant from the State of California Statewide Park
Development and Community Revitalization Program of 2008 (Proposition 84), and Redevelopment
Tax Increment funds through a Funding Agreement between the County and the Successor
Agency to the Redevelopment Agency. No federal funds are being used in this project, but the
project is subject to State prevailing wages.

Funds for this project are limited to the anticipated budget, and the ability to keep costs in line without sacrificing quality is very important. There will not be additional funds available for change orders above and beyond the approved contingency budget; instead, certain aspects of the park will have to be reduced.
On-site construction inspection and quality control. The County will provide a temporary office space for Construction Manager (C/M) field personnel at no cost to the consultant at the Porter-Vallejo Mansion located one block from the project site at 29 Bishop Street, Pajaro. C/M will pay for its own telephone, fax, and internet service.
Coordination of special testing and inspections as required. The County will retain by separate agreement a consulting materials testing firm to perform standard field and laboratory tests as required by the project specifications and directed by the C/M.
Coordination of construction staking. The County will retain by separate agreement the consulting civil engineering firm used by the Project Architect to perform construction staking as directed by the C/M.
