The Boston Housing Authority (BHA) is seeking to award up to 500 Section 8 Project-Based Vouchers (PBVs) in order to promote affordable housing preservation opportunities for elderly and/or disabled, low-income housing developments in the City of Boston. The initial term of the proposed contract(s) is 15-years. Pursuant to 24 CFR 983, the BHA may apply for designation of PBVs for BHA-owned units. The regulations require the BHA offer the PBVs via a public and competitive solicitation, to which the BHA itself may respond. The BHA intends to respond to this RFP via a wholly-owned subsidiary of the BHA. Proposers are advised that this RFP does not entail the disposition of BHA-owned real property. Complete details, qualification and submission requirements can be found in the RFP. RFP packages may be obtained for a non-refundable fee of $10.00 payable by check or money order to the BHA on or after 12/30/2009 from the BHA, Contract Office, 6th floor, 52 Chauncy Street, Boston, MA 02111 between the hours of 9:00 A.M. and 5:00 P.M. The RFP package will be mailed to prospective respondents upon request for an additional $5.00 fee. Proposals will be received at the above address until 2:00 P.M. 2/1/2010. Questions or requests for modifications regarding this RFP will be accepted in writing only until 5:00 p.m. on 1/13/2010 and should be submitted to Daniel Casals, Boston Housing Authority, 52 Chauncy Street, Boston, MA 02111, or email [email protected], or fax to (617) 988-4292. Award of the contract is subject to HUD approval of the BHAs subsidy conversion program. The BHA reserves the right to reject any proposals and waive any informalities if it be in the public interest to do so.
