The organization, an independent, not-for-profit organization, was established in October 2009 with the mission to help ensure fairness and transparency in out-of-network reimbursement. Created as a result of the New York State Attorney General's 2009 investigation into one of the insurance industry's methods for determining out-of-network reimbursement, FAIR Health has created a database of millions of de-identified healthcare claims that is the foundation of various data products that are marketed to health plans, self-insured employers, state and federal agencies, bill review companies, consultants, and others. These data products, consisting of cost benchmarks for healthcare services, are frequently used to assist in the establishment of out-of-network reimbursement rates. In addition, FAIR Health makes data available to healthcare consumers via the FH Consumer Cost Lookup, a free, user-friendly website where patients can estimate the out-of-pocket expenses they will incur if they seek out-of-network care. In the first quarter of 2012, FAIR Health intends to offer products to additional customers, including healthcare service providers and researchers engaged in study and policy analysis. FAIR Health seeks proposals from qualified vendors for consulting services to create an online e-commerce website - the FAIR Health Retail Sales Portal - that will allow such customers to identify, configure, and purchase both standardized and customized data products on-line.
