OCD/DRU is seeking proposals from providers of information technology (IT) services to assume total
responsibility for IT operations and applications support for the Road Home Program; and potentially to
expand those services to accommodate other, similar programs yet to be defined.
The current Road Home contract with ICF Emergency Management Services (ICF), expires June 11, 2009
and cannot be extended or renewed. It is imperative that the Proposer to whom a Contract is awarded
as a result of this RFP be prepared to assume full responsibility for Road Home IT support by that
date. Accordingly, this RFP allows for a period of transition, prior to June 11, 2009, during which the new
Contractor will work with ICF personnel to acquire the knowledge, understanding, and documentation
needed to fulfill this responsibility.
The purpose of this RFP is to define the State's minimum information technology (IT) services
requirements, solicit proposals capable of meeting the requirements, detail the solution requirements, detail
proposal requirements, outline the States process for evaluating solutions, and to select a single Contractor
to provide the States Road Home program with an IT services solution.
The State requires prospective proposers to offer comprehensive solutions that (1) are based on an
understanding of the current Road Home MIS/IT infrastructure and systems engineering environment, (2)
provide the scope and breadth of systems services that are responsive to the present and future needs of
OCD/DRU, and partner user communities, and (3) ensure an appropriate level of security based on State
regulations, agency requirements, and industry best practices.
