The selected consultant(s) will create an overall plan of transition and consolidation for all accounting
and finance, including AR, AP, payroll, month-end reporting, etc. The consultants will perform the
transition and train staff, with the intent that staff would take over day-to-day processing on July 1,
2011.
1. Determine whether to establish the fiscal structure as a “Merger” or “Consolidation” process.
Depending on which structure is used, establish new entity Federal ID and payroll registration
numbers with IDR and IDES.
2. Identify all accounts receivable processes, understanding what billing is done for whom, and on
what schedule. Consolidate where possible and document the process as needed. Determine
and document the checks and balances in the processes proposed.
3. Consolidate all accounts payable, establishing a process for all invoices that arrive at any facility.
Determine and document the checks and balances in the processes proposed.
4. Change the name of the system for all vendors and customers and other partners.
5. Establish a purchase order/authorization process for staff expenditures.
