The Organization is seeking to contract an expert technology development or e-marketing firm to provide or develop a professional, bilingual (Arabic and English) newsletter engine/e-marketing platform and templates on behalf of the U.S. Department of State.

This newsletter engine/platform will be utilized to create, distribute, and track a quarterly electronic newsletter sent to members of the U.S. Government, high-ranking Iraqi ministry officials, senior Iraqi scientists, engineers, and technicians, as well as non-profit organizations and Iraqi citizens. The Contractor will develop or customize this newsletter engine in consultation with the organization's staff.

Task 1: Wireframe mark-up
The Contractor will produce wireframe mark-ups for CRDF Global according to agreed upon requirements and specifications.

Task 2: Development of Newsletter Engine
The Contractor will develop, build or provide a newsletter engine capable of creating and distributing template electronic newsletters in consultation with CRDF Global. The Contractor should ensure the following functions are available and operational and the following guidelines met:
2.1) The engine must adhere to Unicode specifications
2.2) The engine must accept and be able to work with English and Arabic script
2.3) Standard text editing options
2.3.1) Font
2.3.2) Color
2.3.3) Size
2.3.4) Style/type (including symbols)
2.3.5) Bold
2.3.6) Italics
2.3.7) Underline
2.3.8) Highlight
2.3.9) Cut, copy and paste
2.4) Image editing, uploading and storage
2.5) Hyperlink capabilities
2.5.1) Insert a hyperlink into text
2.5.2) Insert a hyperlink into images
2.6) Paragraph editing functions such as:
2.6.1) Bullets
2.6.2) Numbering
2.6.3) Spacing
2.6.4) Indent
2.6.5) Justification
2.6.6) Borders
2.6.7) Preview
2.7) Newsletter archiving and management of previous editions including:
2.7.1) Storage
2.7.2) Sorting
2.7.3) Viewing
2.7.4) Deleting
2.7.5) Renaming
2.7.6) Resending
2.7.7) Editing
2.8) E-Newsletters should be compatible for web browsers such as:
2.8.1) Internet Explorer 8.0 and up
2.8.2) Firefox 3.6 and up

2.9) Contact list creation and management including but not limited to:
2.9.1) Have a "join my mailing list option" and unsubscribe function for contacts
2.9.2) Capacity to accommodate unlimited contacts
2.9.3) Search by name or email function to find a contact
2.9.4) Change/update contacts and contact information
2.9.5) Empty contact lists
2.9.6) Ability to merge separate contact lists
2.9.7) Export contact list to save in a file/copy of the list(s) outside of the engine
2.9.8) Import contact list from Excel
2.9.9) Ability to have multiple contact lists
2.10) Email tracking and reporting functions including but not limited to:
2.10.1) View, sort and edit emails
2.10.2) Sent emails
2.10.3) Bounced emails
2.10.4) Spam reporting (who is reporting our emails as spam)
2.10.5) Unsubscribe
2.10.6) Views/clicks
2.10.7) Forwards
2.11) Creation of multiple e-newsletter templates

Task 2 Deliverable:
Finished newsletter templates and engine/platform
Source code, files and instructions on how to use this information (as applicable)

Task 3: Testing and Training
Upon completion of the newsletter engine /platform, the Contractor and CRDF Global will conduct testing of the engine to determine functionality and performance. The Contractor will also provide CRDF Global with a written user guide and provide a one-time tutorial to selected CRDF Global staff in order to familiarize them with the engine/platform and all its functions.

Task 3 Deliverables:
Written user guide
Interactive engine/platform tutorial (can be conducted via Skype video or other video or teleconference mechanism)


Proposal Requirements
Proposal must include:
System requirements and technical methodology to be used by the Contractor
Budget, Cost Structure and Schedule (please include an hourly rate for ongoing maintenance or out of scope work)

Timetable and Contractor Selection Criteria
Proposals will be accepted until 5pm EST, Friday April 29. CRDF Global will select the Contractor that provides the best value in terms of quality service including: responsiveness and vision but also based on the best overall price point and experience. The Contractor should have a proven history of successfully working with Arabic and English technology design and development, newsletter engines and/or electronic marketing platforms.
