RFP for Benefit Consulting Services
The Board seeks consulting help to develop a single set of state-of-the-art benefits package for the new
system that reflects best practices, to be in place by July 1, 2011.
The following is an initial list of services the selected consultant will be expected to perform by April 30,
2011. It is requested that proposal respondents also detail any additional services or tasks deemed
appropriate for this type of project as a part of their proposal.
1. Review existing benefit plans of five merging systems.
2. Make recommendations for a benefit package that includes medical, vision, and dental coverage for
165 employees.
3. Make recommendation for an insurance package that includes short-term disability, long-term
disability, and life insurance coverage.
4. Review current retirement program (i.e., IMRF) and determine if it would work best or if a new
retirement program is recommended. If a new retirement program is recommended, research and
recommend a new program (defined contribution vs. defined benefit).
5. Any other services deemed appropriate for this type of project to be detailed in the proposal.
