The Pittsburgh Public School District (PPS) in cooperation with the Urban Redevelopment
Authority of Pittsburgh (URA) and the Hill District Consensus Group (HDCG) invites
developers to submit proposals to purchase the site and to design and develop the building.
Responsibility for the selection of a Developer rests with the PPS Board of Education who will
receive recommendations from the URA. With PPS Board approval, the Developer will enter into
exclusive negotiations with the Board of Education with the intention of ultimately reaching
agreement on the development plan, financing, and project schedule. The objective of this
solicitation is to select a Developer to complete a high quality development plan.
