The Commissioners of Franklin County, Pennsylvania are soliciting proposals from qualified firms of certified public accountants to perform a financial and compliance (Single) audit for the years ending December 31, 2008, 2009 and 2010. There is no expressed or implied obligation for the County of Franklin to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. Deadline for submitting questions is 4:00 p.m. on Wednesday, December 17, 2008. Responses to general questions will be circulated to recipients of the RPF. To be considered, a master suitable for reproduction and an electronic version of the proposal must be sent to the County of Franklin, Administration Annex, Fiscal Department, 218 N. Second Street, Chambersburg, PA 17201 by 4:00 p.m. on Wednesday, January 14, 2009. The County of Franklin reserves the right to reject any or all proposals submitted. During the evaluation and selection process, proposers should be prepared to provide additional information, executive summaries or make oral presentations, as requested. The County of Franklin reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this Request for Proposal. It is anticipated that the selection of a firm and contract negotiations will be completed during January 2009.
