Metro is seeking proposals from qualified firms, consultants and specialists to perform the services and to deliver the products described below. Services will be provided on an as-needed basis beginning August 2012 and ending in June 2014. One or two-year extensions may be negotiated between Metro staff and qualified vendors depending on future needs. Metro reserves the right to award additional contracts from this RFP to qualified vendors during the above stated term. Metro intends to award contracts to multiple firms, consultants and/or specialists within each of the following service categories: development, design and front end development, strategy and planning, systems services and training. Awarded firms, consultants and specialists are not guaranteed to receive any certain number or value of assignments. Estimated contract award amounts will vary from $50,000 to $150,000 per contract term depending on need.

Metro recently selected Drupal to be the single content management system for all its websites. Websites for the Oregon Zoo, Portland Expo Center and Portland Center for the Performing Arts have all been migrated to Drupal over the last year. An 18-month project to redesign and redevelop Metro’s website begins in July 2012. A number of individual web applications will also be migrated to Drupal, and additional tools and features are planned for all of the sites.
These projects, as well as the shift to a new platform and environment, present a number of opportunities for contracted services to extend the capacity and expertise of Metro’s web team. Metro intends to create a pool of experts in web strategy and planning, design and user experience, Drupal development and training, and web infrastructure systems to collaborate on a variety of web projects over the next two years.

The Communications Department of Metro, a metropolitan service district organized under the laws of the State of Oregon and the Metro Charter, located at 600 NE Grand Avenue, Portland, OR 97232-2736, is hereby requesting sealed proposals for web professional services.

Sealed proposals are due no later than close of business on July 18, 2012, in Metro's business offices at 600 NE Grand Avenue, Portland, OR 97232-2736, Attention: Sharon Stiffler, Procurement Analyst, RFP 13-2126.

A voluntary pre-proposal conference is scheduled for June 20, 2012 from 11 a.m. to 12:30 p.m. at 600 N.E. Grand Avenue, Room 270, Portland, OR 97232-2736.

Metro intends to award contracts to multiple firms, consultants and/or specialists within each of the following service categories: development, design, and front end development, strategy and planning, systems services and training.

Metro may accept or reject any or all bids, in whole or in part, or waive irregularities not affecting substantial rights if such action is deemed in the public interest.
