Synopsis:


The U.S. Army Contracting Command - Redstone (ACC-RSA) is issuing this Request for Information (RFI) as a means of conducting market research to identify a currently available solution and/or to determine industry capabilities to design, develop, test, validate and verify a hardware solution for a transportable weights or hoist test load that will function as the rescue hoist test load for a Helicopter Rescue Hoist in both static and dynamic operational environments. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413.


This RFI is used for information and planning purposes only and does not constitute a solicitation. It is not an Invitation for Bid or a Request for Proposal. No contract will be awarded as a result of this request. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The purpose of the RFI is to conduct market research in order to help the government determine an appropriate acquisition strategy. All information received in response to this Sources Sought Notice / Request for Information (SSN-RFI) that is marked "proprietary" will be handled accordingly and will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are responsible for all expenses associated with responding to the SSN-RFI.


The intent of this SSN-RFI is to determine current market availability and industry capabilities to design, develop, test, validate and verify a hardware solution for a transportable hoist test load. The solution will be used to test the competency of the rescue hoist, the hoist cable, and the hoist hook. The solution must be capable of applying various weights between 100 and 600 pounds, able to easily and securely connect and disconnect from a rescue hook, durable to withstand multiple hoist lifts and placements, able to discharge static electricity when placed on the ground and transportable at no more than 100 pounds. Modularity design for use and transportation and storage or improvement to previous designs is preferred.


If your organization has the potential capacity to provide this service or product, please provide the following information:

4) Tailored Statement of Capabilities (SOC) addressing the particulars of this effort, with appropriate documentation, supporting claims of organizational and staff capabilities identifying corporate experience in providing some or all of the tasks outlined in this SSN-RFI. SOC submitted by potential contractors shall be no more than 7-pages in length, single spaced, with 12-point Times New Roman font, 8.5 by 11 inch pages, with 1-inch margins. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


The Government will evaluate market information to: 1) ascertain potential market capacity to provide the service/product consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) complete the acquisition planning, including selection of the appropriate contract type for possible future acquisition.
