This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender.


Purpose:

The purpose of this Request for Information (RFI) is to obtain industry comments on specific information regarding single and dual generator cabinet X-ray machines. Considerations in your response will include reference to building entry point/mailroom size cabinet X-rays systems (not cargo) and the ability to maintain the smallest footprint machine size at a minimum of 140KV. The RFI will assist the United States Marshals Service (USMS) to determine interest in participation, and the availability of potential business that can provide services for the USMS. The information from this market research will help the USMS with their acquisition strategy. Firms are strongly encouraged to provide comments, questions and suggestions relative to the project scope methodologies and technologies and approach. Any input that business or interested parties would like to provide will be reviewed and considered.

Scope and Background:

The USMS Judicial Security Division (JSD) is responsible for developing and implementing security systems for the protection of federal courthouses and other judicial facilities. The Office of Security Systems (OSS) provides state-of-the-art X-ray machines for visitor belongings and package/mail screening. The protection areas include all court-occupied space as well as public lobbies and corridors. Through the USMS' standards, policy, surveys, and analysis, the OSS determines the type and quantity of security equipment to provide optimum countermeasures at these facilities.
The USMS is interested in gaining greater insight into the industry's capability to provide both single and dual generator cabinet X-ray machines that utilize advanced technology. Advanced technology is defined as tools to make it easier to use, create, manage and exchange information and carry out procedures. Advanced technology is considered to be cutting edge and an advancement of the technology currently utilized.


Instructions:

After reviewing the Scope, Background and Questions contained herein, interested parties shall submit the following in response to this RFI by e-mail no later than 4:00 pm, EST, Tuesday, June 5, 2018 to OSC.PROCUREMENTS@USDOJ.GOV titled "[Company Name] XRAY RFI Response":All information provided to the Government must be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Capability Statements shall not exceed fifteen (15) double-sided 8 ½ x 11 pages, with one inch margins, and not exceed 12pt Times New Roman font. In addition to addressing each of the questions contained herein, respondents should include as part of their submission:

1. COMPANY INFORMATION: Company name, address, phone number, a point of contact with email address; Data Universal Numbering System (DUNS) Number; and small business status, if applicable, including status as a small disadvantaged business, 8(a) business, woman-owned small business, HUBZone small business, veteran-owned small business, and/or service disabled veteran-owned small business under NAICS code 334511.


If applicable, provide a list of all relevant Government-Wide Acquisition Contracts and Federal Supply Schedule contracts your firm previously held and/or currently holds. Please include the contract number and expiration date for each.


2. PAST PERFORMANCE SUMMARY: Respondents may submit a summary of recent and relevant past performance supporting their stated capabilities to successfully perform an effort of this size and scope. Include Contracting Activities/Agencies, Contract Numbers, Contract Value, Contract Period of Performance, Scope of equipment and services provided during the period of performance, and a Point of Contact at the Contracting Activity who can verify the information provided.


3. INTERESTED PARTY QUESTIONS: Interested parties may submit questions regarding this RFI by e-mail no later than 4:00 pm, EST, Tuesday, May 29, 2018 to OSC.PROCUREMENTS@USDOJ.GOV titled "[Company Name] XRAY RFI Questions".


Questions:


1. Identify any advanced technology features implemented since January 2017 that are currently available for installation on the single and dual generator cabinet X-ray machine models.


2. Identify the minimum width the dual generator cabinet X-ray machine model can be reduced to for delivery until reassembled at the delivery location.


3. Identify the weight of the dual generator cabinet X-ray machine fully assembled.


4. Identify the weight of the dual generator cabinet X-ray machine fully disassembled.


5. Identify the dimensions of the dual generator cabinet X-ray machine when fully assembled.


6. Identify whether the dual generator cabinet X-ray machine model can detect liquid explosives.


7. Identify whether the dual generator cabinet X-ray machine model can detect liquid flammables.


8. Identify whether the dual generator cabinet X-ray machine model can detect both liquid explosives and liquid flammables.


9. Identify the liquid explosive and liquid flammable types and quantities the dual generator cabinet X-ray machine can detect.


10. Identify the liquid explosive and liquid flammable types and quantities the dual generator cabinet X-ray machine cannot detect.


11. Upon request, will the manufacturer provide the algorithm detection threshold information to the USMS for requested LEDS regarding flammable liquids and explosive detection?


12. Identify the European Civil Aviation Conference (ECAC) Liquid Explosive Detection System (LEDS) standard level and type classification the dual generator model machine has been certified at.


13. *Responses must include the identified model machine's ECAC certification results based on the LEDS ECAC certification results dated December 1, 2017.


14. Identify whether the single and dual generator cabinet X-ray machine models provide a networking solution to allow for a second screening monitoring station at a remote location within a facility.


In addition,
a. What is the name of this feature?
b. Can the feature integrate with multiple cabinet X-ray machines, explosive trace detectors, access control alarms, etc.?
c. Does the feature have a graphical user interface that displays X-ray images and trace data?
d. Is the feature compatible with other manufacturer branded equipment?
e. How long has the feature been in production?
f. What is the method of interface communication used (e.g. Ethernet)?


15. Identify the operating system for the single and dual generator cabinet X-ray machine models.


16. Identify whether each cabinet X-ray machine model's conveyer beds are removable.

a. If so, what is the length of the machines with the conveyer bed removed?


17. Identify each cabinet X-ray machine model's roller table compatibility with the other identified single generator or dual generator model machine listed in the capability statement (ex. Model A roller tables are/are not compatible with model B and C).


18. Identify whether a Non-Compete Clause (NCC) has been established, prohibiting other contractors or companies from obtaining Original Equipment Manufacturer (OEM) parts for the cabinet X-ray machines under warranty.


19. Identify whether there are service technicians available that are manufacturer trained/certified to conduct repairs, installations and orientation training on the single generator and dual generator cabinet X-ray machines.

a. If so, how many?
b. Response must include a geographic map showing where trained/certified technicians are located and the service coverage area (CONUS and OCONUS). Response must also identify which locations include subcontracted service technicians.
