Sources Sought Notice


This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is not a solicitation announcement nor a request for proposals or quotes. The purpose of this sources sought announcement is for market research and to make appropriate acquisition decisions and to gain knowledge of potential small businesses interested and capable of providing the services described below. This requirement is assigned a NAICS code of 561499, All Other Business Support Services. The size standard for this NAICS code is $15M.

Background

The Department of Veteran Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) began processing high volume mail prescriptions from multiple VA medical facilities by using an integrated, automated dispensing system in 1994. Since that time the VA has expanded the program nationwide to include a total of seven (7) CMOP facilities. In 2017 the CMOP processed 119 million prescription medications for our Nations Veterans. This volume represents approximately 80% of all prescriptions dispensed by the VA. The Direct to Patient (DTP) program provides over the counter medical supplies, dietary supplements and other products for direct delivery to eligible Veteran patients. Services include delivery of product to Veterans located in the fifty (50) United States, District of Columbia and Puerto Rico.
Services

This requirement will fulfill services needed to process the orders received at the 7 CMOP locations and four (4) DTP locations in a uniform platform. The CMOP utilizes a combination of services of the United States Postal Service (USPS) and other network providers. The contractor shall provide services for mail manifesting, application and pre-payment of postage, insertion and management into the various delivery streams. Duties include but not limited to manifesting, labeling, insertion and management of parcels into an identified third-party carrier, delivery performance of parcels, tracking, quality control, reporting, ensuring all Information Technology (IT) requirements are met and accurately billed services. The contractor shall provide mail manifesting services in each state where a CMOP and DTP facilities are located. Mailings are required to be entered into the delivery network within 24 hours of receipt by the mail consolidator.

The 7 CMOP facilities are in Leavenworth, KS, Chelmsford, MA, Tucson, AZ, Dallas. TX, Murfreesboro, TN, Hines, IL, and Charleston, SC. The DTP locations are in Kansas City, MO, Columbus, OH, Tracy, CA and Memphis, TN.







Objectives

The objective of these services is to obtain mail consolidation/manifesting contractor support services to provide the necessary personnel, equipment, management and technical services required. The contractor shall have the capability to perform and oversee all mail consolidation services it provides to the CMOP and throughout the United States.

I) Timely and controlled management of parcels
II) Implementation and sustainment of effective internal controls and administrative services to ensure delivery of properly manifested parcels within required timeframes
III) Accurate and timely invoicing
IV) Collaborative business partnership with CMOP, United States Postal Service (USPS) and current United States Government parcel contractor (third party carrier)
V) Accurate, timely, and secure data that enables comprehensive tracking, notification, and reporting of parcels and delivery performance information throughout the transport and distribution process, end-to-end
VI: Ability to craft reports based on CMOP requirements to include fiscal reporting and service performance for every parcel shipped


The capability statement should include responses for the following:

Company name, address, point of contact information and DUNS number
Detailed description of the capability to perform mail manifesting services of this magnitude and complexity.
Provide contract numbers for comparable work (within the last 5 years) along with a brief description. Provide customer name, point of contact for the contracting officer, address, telephone number and email address.
Socio economic status (See FAR Parts 2 and 19 for definitions) of your company.
