REVISION 2: The attached Bailment Agreement is modified to delete the requirement in Article III for a security clerance and replace it with a requirement for US citizenship, and to correct paragraph numbers in Article III. There are no other changes to the RFI. Both the previously revised RFI and the newly revised Bailment Agreement are attached to this synopsis.

REVISION 1: The attached Request for Information (RFI) is modified to remove the requirement to provide evidence of membership in FACE and/or UCS consortiums. Your response must state that you are a member of one or both organizations, and the Government may elect to verify membership, but proof of membership is no longer required. Also, additional clarification is provided regarding the required bailment agreement required for each response to this RFI. The response date remains unchanged at September 1, 2014.

PM Unmanned Aircraft Systems (UAS) in support of the Common Systems Integration (CSI) Project Office is seeking input and evaluation of a Government-owned Software Development Kit (SDK). In order to leverage state of the art software development processes, PM UAS is exploring a Service Oriented Architecture (SOA) for the UAS Control Segment (UCS) that utilizes Model Driven Development (MDD) and is based on the Future Airborne Capabilities Environment (FACE). This approach is to facilitate rapid inclusion of additional mission essential functionality typically required by unmanned systems while facilitating more efficient interoperability, airworthiness, information assurance, and security certifications necessary for accomplishing the Army UAS mission. PM UAS has decided to canvass industry for information regarding the composition of a government-owned Software Development Kit (SDK).Please see attached documentation for additional details, including response instructions, etc. Please also note requirement for a fully executed nondisclosure agreement to be included with your response.

The required response date for this RFI is no later than 5:00 PM CDT on September 1, 2014. Any questions regarding this RFI shall be submitted in writing to the Contracting Officer. Responses to the questions received will be provided through amended RFI announcements on this website.
