Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify small businesses, and specifically, Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Business (VOSB) sources that have the resources and capabilities to provide Brand Name or Equal PowerFlexx + with Battery Pack Stretcher/Ambulance Cot for the Philadelphia, PA VA Medical Center.

B Introduction.B The Corporal Michael J. Crescenz (CMC) VA Medical Center at 3900 Woodland Avenue, Philadelphia, Pennsylvania is in need of a Campus Response Team power transport stretcher for responding to codes or medical emergencies within and outside the facility. This stretcher must possess dimensions suitable for fitting inside tight spaces such as the parking lot elevators.

Summary of Work Statement. The designated vendor shall provide one each power stretcher with dimensions not to exceed 60 inches wide or 74 inches in length when at its fully extended position. The stretcher must be capable of transporting up to 700 pounds, and include:

Battery powered hydraulic lift system with manual back up.
Five position drop frame which will reduce the stretcher length by up to 15 inches
Mattress with a minimum thickness of 3 inches
Fold down side rails
Restraints at two locations
Flat leg or optional knee gatch positioning
Raise and lower feature at the touch of a button
Retractable head section to reduce the overall length to allow the stretcher to navigate tight spaces.
Head and Foot lift and grip sections which makes it easier to operate and steer.
Oversized wheels (6 inch diameter and 2 inch width) that improve equipment maneuvering ability.


Training and Orientation. Vendor shall be prepared to provide adequate training to insure all shifts in the Emergency Department have completed the required competency training for new equipment.

Warranty. Vendor shall provide at minimum a two year parts, service, and travel warranty at no additional charge for the purchase of this equipment


Access to the Philadelphia VA Medical Center.B Delivery will be made through the Warehouse, Philadelphia VAMC. Training personnel will report to Police Service for appropriate badge to be on campus and escort to the Emergency Department.

NCO 4 is seeking responses from small businesses, particularly service disabled veteran owned (SDVOSB) and veteran owned (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide this product. This is in accordance with the Supreme Court decision known as The Rule of Two . Please respond with:
Business name, business type, socio-economic status (e.g., SDVOSB or VOSB), and person of contact (including telephone number & email address). The VA will verify socio-economic status via VetBiz Registry.
Capability statement
Responses must be submitted by 3:00PM (EST) April 27, 2017.
If applicable, please include the FSS which cover the required product.
