RFI - Compute Environment Upgrade for LQCD Project

In December 2015 or January 2016, Jefferson Lab will issue a Request for Proposal (RFP) for a new computational resource to be deployed in 2016 to support a national effort in the study of Lattice Quantum Chromodynamics (LQCD). Jefferson Lab will consider multiple architectures to satisfy the computational requirements of the LQCD program. Options currently under consideration are: (1) an Intel Xeon Phi cluster (Knights Landing) (2) a mixed resource consisting of one cluster of x86 nodes plus one cluster of quad GPU nodes Other architectures will be considered only if they are identified in response to this RFI, and are likely to yield competitive solutions to the RFP. The purpose of this RFI is to identify vendors that may bid on this upcoming Request for Proposal (RFP), and to solicit information leading to the improvement of our technical specification. This will be a best-value procurement, and we want to ensure that we have considered all relevant criteria in our process. Vendors must reply to this RFI by close of business on Dec 1, 2015 in order to ensure that their recommendations are considered for the RFP. The total value of this procurement will be in the range of $0.8M to $1.0M. We will also be requesting fixed price options to upgrade the system in the Fall of 2016 (i.e. FY2017), with the upgrade being in the range of $0.4M to $1.2M.  The laboratory intends to award this system by March 2016, but this could be shifted to a later date if none of the desired hardware is yet available to bid.
