REQUEST FOR INFORMATION
PURSUANT TO FAR 15.201(e) - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued.


BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS
The Naval Air Warfare Center Aircraft Division (NAWCAD) is soliciting information and comments from industry on its ability to provide non-developmental or Commercial Off The Shelf (COTS) 2.0 watt minimum CLASS AB Linear Amplifier rated for 17Hz through 1MHz. The amplifier must meet all of the requirements identified in CSS 02-3257, 17 Hz - 1 MHz, 2 Watt Class AB Linear Amplifier Calibration Standard Specification.


The Class AB Amplifier is an integral component for testing and calibrating sensitive electronic equipment. The CLASS AB Linear Amplifiers must meet the requirements spelled out in CSS 02-3257. This Calibration Standard Specification sets forward all of the minimum requirements that would have to be met by a qualified amplifier on a pass or fail basis. This RFI provides the opportunity to determine if you either provide a CLASS AB amplifier or have the ability to modify an existing unit that meets or exceeds the standards based on the specification.


The anticipated requirement would be for a total of 45 units, 3 units procured initially followed by an option for an additional 42. The initial 3 units will undergo testing to confirm they meet all of the NAWCAD's requirements. Based on those testing results, the remaining 42 units could be procured at the NAWCAD's option, the OEM could be invited to provide corrective modifications, or the original 3 could be returned as non-conforming.


The objective of this RFI is to determine if there are existing or easily modified CLASS AB amplifiers available in commercial marketplace that meet the requirement. Based on the responses and other market research findings, NAWCAD could release a sole source acquisition or run a competitive acquisition.


RESPONSES


Requested Information
In response to this RFI, respondents should submit written responses containing product information and specifications. Respondents are requested to provide CLASS AB Linear Amplifier details specifically addressing the technical data in the attached CSS. Email responses are allowed. If product modification is anticipated, please include information about your engineering capabilities, and potential actions you could take to make your amplifier compliant.


The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation between the Government and the Contractor. If provided, price information should be submitted as a separate document, marked as PRICE DATA.


Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information.


How to Respond
In addition to product information and specification sheets, the response should provide: organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, Cage Code, and name and e-mail of designated point of contact. Small business status, to include all sub-categories of small business the Respondent is entitled to claim should also be included.
