1. DESCRIPTION
The Department of Veterans Affairs (VA) requires the acquisition of Non-Expendable Equipment in support of the Equipment Life Cycle Management Program (ELCM) National Equipment Catalog (hereafter referred to as the NE Formulary ). The ELCM Program and NE Formulary is a partnering effort between the Veterans Health Administration (VHA) and VA Office of Acquisition Operations, Strategic Acquisition Center. The VHA ELCM Program has identified Ventilators as a candidate for VA-wide (otherwise referred to as national ) contract award. A Ventilator is a machine designed to move breathable air into and out of the lungs, to provide breathing for a patient who is physically unable to breathe or breathing insufficiently.
Historically, each individual medical facility and/or VA Integrated Service Network (VISN) procured these commodities independently through the use of purchase orders or orders against the VA Federal Supply Schedule. This acquisition contemplates a national contract for the purchase of ventilators in support of the ELCM Program in order to build and support the NE Formulary; a cornerstone to the success of the ELCM Program. The intent of this action is to not only streamline the administrative process, but gain savings associated with leveraged quantity purchases as well. The alternative to doing a national contract is to continue having the individual medical facility or VISN procure these commodities on their own which could result in increased use of resources.
The proposed acquisition will consist of a 12 month base period and two 12 month option periods from the date of award. The Government retains the discretion as to whether or not to exercise the option periods, upon annual reviews which will be based upon successful performance during the previous performance periods and the continued need for the product.
The applicable North American Industry Classification System (NAICS) code is 339112 Surgical and medical instrument manufacturing; product service code (PSC) 6515 Medical and Surgical Instruments, equipment and supplies.
Please refer to the attached Salient Characteristics which describe the requirement.
THIS IS NOT A SOLICITATION. This notice is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The VA is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated in responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future solicitation. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract nor does it restrict the Government as to the ultimate acquisition approach. It is emphasized that this is a notice solely for planning and informational purposes.
2. PURPOSE. VHA is seeking potential vendors who can meet the salient characteristics (see attached) of a Ventilator Medtronic
3. RFI VENDOR SUBMISSION INSTRUCTIONS
All manufacturers are encouraged to respond, if their product(s) have the capability to meet the Salient Characteristics of the Medtronic Ventilator.

If your company has an interest in responding to the requirement described above, provide a capability statement with product literature addressing the following:
Do your products meet the all the Salient Characteristics provided in the attachment to this RFI?
Are your products compliant with the Trade Agreements Act?
Is your company the manufacturer or authorized distributor?
If your company is a distributor, what is the business size of the manufacturer?
What is your company s ability to meet VHA s large distribution requirement?

SUBMISSIONS ARE DUE no later than October 31, 2017 by 2:00 pm, Eastern Time. All responses under this RFI shall be emailed to VASACDirectorateC@va.gov.

All emails must include this RFI number 36C10G18Q0056 and the title of the Ventilators RFI.

Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the SAC s review of the information received.
