THIS SOURCES SOUGHT IS A REQUEST FOR INFORMATION (RFI); THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The purpose of this RFI is to assist Army Contracting Command - New Jersey (Fort Dix) in determining the potential level of interest, adequacy of competition and technical capabilities within industry to provide Satellite Communications (SATCOM) Maintenance Center (SMC) support services in support of the Project Manager, Tactical Network (PM TN). The requirement is for but not limited to 24/7 support to the SMC that provides but not limited to; field trouble calls via the phone, travel/maintenance calls not limited to the phone, computer trouble ticketing system, basic internet protocol troubleshooting, laptop imaging, troubleshoot user e-mail issues, documents trouble calls and coupter/network actions for reporting purposes. The SMC allows for data share amongst programs to identify mean time between failures, repair or replacement costs, shopping, configuration management, Item Uniqe Identification implementation and tracking, trend and fault analysis throughout offices located at Aberdeen Proving Ground along with some over seas work in Kuwait and in-theatre temporary duty maintenance support. A draft Performance Work Statement (PWS) is Attachment 0001 to this announcement.

This RFI is solely intended to obtain market research information in accordance with the Federal Acquisition Regulation (FAR) Part 10 and to assist in the development of an acquisition strategy. Work to be performed under this firm-fixed-price effort will be within the North American Industry Classification System (NAICS) Code 541330, Engineering Services with size stand standard of $15 Million. Responses should include the following:

1. Reference RFI number, W15QKN-18-R-0122 is for internal purposes only, and may change once official solicitation is released.


2. All responses from prospective offerors should include the vendor name, return email address, CAGE code, DUNS number, mailing address, telephone number and point of contact within the body of the response.


3. Business size: This is set aside for 8(a) vendors only. Only 8(a) vendors shall respond.


4. Capability Statement stating skills, experience, knowledge and equipment required to perform the specified type of work. Capability Statement should be submitted when replying to the POC below.



Respondents are requested to provide a narrative addressing (1) technical capabilities to meet the requirements with specific emphasis on the Tasks in the PWS and (2) potential level of interest in responding to a solicitation as a prime contractor.


The Government encourages submission of any additional comments or recommendations for improving the PWS. We welcome your participation to make this acquisition effective and efficient. This RFI does not constitute a Request for Proposal (RFP), a commitment to issue an RFP in the future or award a contract for these services. Respondents are advised that the U.S. Government will not pay or reimburse costs for any information provided in response to this RFI.
