The purpose of this amendment is to submit notification only that this requirement has been solicited as a Service-Disabled Veteran-Owned Small Business (SDVOSB) on General Services Administration (GSA) via the Professional Services Schedule (PSS) 874-6 Contractors in support to Defense Information Systems Agency (DISA) Component Acquisition Executive (CAE)'s requirement for acquisition support services under RFP ID: RFQ1267783.


Only interested vendors with GSA schedule contracts under PSS 874-6 with North American Industry Classification System Code (NAICS) 541611 under the SDVOSB set-aside restriction are requested to respond in accordance with the request for proposal (RFP) located on GSA.


This is a notification only, not an RFP.

REQUEST FOR INFORMATION
The Defense Information Systems Agency (DISA) - Office of the Component Acquisition Executive (OCAE) is seeking information from industry to assist with the development and planning of a potential requirement.

THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.

1. Overview/Purpose/ Description of Procurement


To obtain senior level expertise that are proficient in Defense Program and Acquisition Management and can meet the requirements identified within the draft Performance Work Statement (PWS).


2. Scope of Effort


Please see the attached draft PWS. The anticipated scope includes: Program and Task Management, Portfolio and Program Assessment Support, Acquisition and Governance Support, Acquisition Process Support, and Acquisition Workforce Development and Training Support.


3. Technical Characteristics


Please see attached draft PWS.


4. Requested Information


i. Please provide a statement addressing your company's ability to support a staff organization of a Service Acquisition Executive, Component Acquisition Executive, Program Executive Officer, or equivalent.
ii. Please provide a statement addressing your company's ability to effectively perform program planning (e.g. acquisition strategies).
iii. Please provide a statement addressing your company's ability to meet the requirements of the PWS.
iv. How can the Government improve the Acceptable Quality Level (AQL) language?
v. How can the Government improve the Incentive Structure? The OCAE desires on-time delivery that exceeds the AQL and, at times, early delivery that meets or exceeds the AQL.
vi. The Government requires Senior-level Defense Acquisition expertise. How can the Government improve the Key Personnel descriptions?
vii. How can the Government improve the PWS?
viii. Identify the appropriate contract vehicles for the CASS requirement.


 


RESPONSE GUIDELINES:


Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 15, single spaced, 12-point type with at least one-inch margins on 8 1/2" X 11" page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI. Oral communications are not permissible. FedBizOpps will be the sole repository for all information related to this RFI.


Companies who wish to respond to this RFI should send responses via email no later than 1700 (5:00PM EST) on August 25th, 2017 to walter.f.holt.civ@mail.mil and samantha.a.kelly8.civ@mail.mil.


INDUSTRY DISCUSSIONS:


DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks.

Questions regarding this announcement shall be submitted in writing by e-mail to walter.f.holt.civ@mail.mil and samantha.a.kelly8.civ@mail.mil. Verbal questions will NOT be accepted. Answers to questions will be posted to FBO. The Government does not guarantee that questions received after 1700 (5:00PM EST) on August 4th, 2017 will be answered. The Government will not reimburse companies for any costs associated with the submissions of their responses.
