The Department of State is conducting market research to determine the degree of interest and capability by small businesses only in providing the functions described herein to support the Department of State (DOS), Bureau of Diplomatic Security (DS), Executive Offices (EX), Office of the Chief Technology Officer (EX\CTO). This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), Invitation for Bid (IFV) or any obligation or commitment on the part of the government to conduct a solicitation for the below-listed services in the future. The information provided in this sources sought is subject to change and is not binding on the Government. All small businesses in SBA All Small Mentor-Protégé Program Agreements are encourage to respond.
Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this notice should not anticipate feedback with regard to its submission.
Responders are advised that the government will not pay for information submitted in response to this notice, nor will it compensate interested parties for any costs incurred in the development/furnishing of a response. All costs associated with responding to this notice will be solely at the responding party's expense.
