1.0       Purpose of this RFI/SS
THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS), as well as Industry Feedback, ONLY.  This RFI/SS is issued solely for information and planning purposes – it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach.  In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process.  Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.  All costs associated with responding to this RFI/SS will be solely at the interested vendor’s expense.  Not responding to this RFI/SS does not preclude participation in any future Request for Proposal (RFP), if any is issued. 

 

This RFI/SS is to gauge interest in the upcoming requirement for project management, technical, and administrative support services for the DoD Blast Injury Research PCO, USAMRMC.

 

When submitting a capability statement in response to this draft PWS, please ensure your submission describes relevant past performance based upon the size and scope of the outlined requirement. Please do not regurgitate the draft PWS tasks.  Instead, contractors shall describe/outline company specific capabilities that match the work outlined in the draft PWS in order for the Government to make a fair capabilities determination. Capability statements will be evaluated to the degree to which  they demonstrate:  (1) Described relevant past performance based on the size and scope of the outlined requirement; (2) Described company specific capabilities that match the work outlined in the draft PWS.  In addition, the Government will review non-capability statement responses to Appendix A and B questions in order to determine the most appropriate source.

 

Any industry feedback regarding the PWS is encouraged and welcome.  Please list any feedback accordingly (marked as vendor feedback) following your capability statement and responses to the listed Government questions.

3.0 Project Management, Technical, and Administrative Support Services for the Department of Defense (DoD) Blast Injury Research Program Coordinating Office (PCO)
In 2006, Congress directed the Secretary of Defense (SECDEF) to designate an Executive Agent (EA) to coordinate the DoD’s medical research programs relating to the prevention, mitigation, and treatment of blast injuries. The DoD responded by issuing DoD Directive (DoDD) 6025.21E, 5 July 2006, “Medical Research for Prevention, Mitigation, and Treatment of Blast Injuries,” that designated the Secretary of the Amy (SECARMY) as the DoD EA. Through a series of delegations, the SECARMY delegated EA authority to the Commander, U.S. Army Medical Command (CDR, USAMEDCOM). In 2017, the EA authority was further delegated to the Commander, U.S. Army Medical Research and Materiel Command (USAMRMC). The Blast Injury Research PCO was established in 2007 at the USAMRMC, Fort Detrick Maryland, under a charter signed by the CDR, USAMEDCOM. The PCO’s mission is to support the EA by performing the medical blast injury research coordinating activities directed in the DoDD. The USAMRMC provides direct management and sustainment of the PCO; however, as a DoD EA support office, the PCO has DoD mission responsibilities.

 

The overarching objective of the PCO’s EA support mission is to coordinate and leverage blast injury research expertise and investments from the DoD, other Federal agencies, academia, industry, and our international partners and allies to promote collaboration and development of medical countermeasures to prevent, mitigate, and treat blast injuries. The PCO’s EA support mission comprises five thrust areas that address a broad spectrum of blast injury research program coordination activities.  These mission thrust areas and related activities are:

 

a.       Identify Knowledge Gaps:  Plan and facilitate international state-of-the-science meetings which leverage worldwide expertise to identify blast injury knowledge gaps and inform medical research needed to close the gaps; establish and facilitate expert panels which bring together diverse communities of medical researchers, clinicians, physicists, and engineers to assess the state-of-the-science of key blast injury research topics and inform future research, and; participate on North Atlantic Treaty Organization (NATO) and other international research panels which leverage the expertise of our allies to identify and close key blast injury knowledge gaps.

 

b.      Shape Research Programs to Fill Knowledge Gaps:  Provide senior-level program management and senior scientist support to Army and Joint medical research planning committees and collaboration advisory committees to ensure that key blast injury knowledge gaps are adequately addressed in current and future research programs.

 

c.       Facilitate Collaboration:  Develop and manage an unbiased, stakeholder-driven process for identifying and recommending Military Health System (MHS) Blast Injury Prevention Standards for approval by the Assistant Secretary of Defense for Health Affairs in fulfillment of EA responsibilities stated in DoDD 6025.21E, and facilitate the development and implementation of blast injury research collaborative agreements among DoD and other Federal organizations, academia, and industry to leverage blast injury research expertise, no matter where it exists.

 

d.      Disseminate Information:  Widely disseminate blast injury research information among diverse communities both within and outside of the DoD by developing content for a public blast injury research website, participating in news and public relations interviews, preparing and presenting briefings, and preparing and distributing information papers, annual reports, and significant activity reports covering the broad spectrum of blast injury research topics.

 

e.       Promote Information Sharing and Partnerships:  Support the development and management of blast injury research data sharing processes, including the sharing of historical blast bioeffects research data, and facilitate the establishment of blast injury research partnerships and consortia among diverse communities both within and outside of the DoD.

 

4.0       How to Respond
a.       Please provide a capabilities statement of no more than 15 single sided pages that describes relevant past performance based upon the size and scope of the outlined requirement, describes/outlines company specific capabilities that match the work outlined in the draft PWS, and answers the questions posed in Appendices A and B. The formal closing date for this RFI/SS and for the submission of responses is NLT 23 March 2018 at 5:00 PM EST.   All responses should be submitted electronically to the Government POC, Mr. Jeremy McMurry, at jeremy.l.mcmurry.civ@mail.mil, using PDF or MS Word files.

 

b.      Each response should include the following Business Information:

                                               I.            Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives.

                                            II.            Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses.

                                          III.            DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.).  Companies also must be registered in System for Award Management (SAM, at www.sam.gov) to be considered as potential sources.

                                         IV.            A description of IDIQs, GWACs, and other contracting vehicles in which your organization has an available contract.

                                            V.            A description of your business size for each available contract included in your response to bullet IV.

5.0  Summary

 

THIS IS A REQUEST FOR INFORMATION ONLY, to identify sources that can provide Project Management, Technical, and Administrative Support Services for the Department of Defense (DoD) Blast Injury Research Program Coordinating Office (PCO).  The information provided in the RFI/SS is subject to change and is not binding on the Government.  The Government has not made a commitment to procure any of the services discussed, and release of this RFI/SS should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. The Government will not entertain questions regarding this RFI/SS/Market Research. All submissions become Government property and will not be returned.
